Military Region 5 deploys forward command post to respond to exceptionally large floods in Dak Lak

(Chinhphu.vn) - On the evening of November 19, at the Civil Defense Command of Region 6 - Tuy Hoa (Dak Lak), Major General Tran Thanh Hai, Deputy Commander of Military Region 5, chaired the deployment of flood response work in the eastern localities of Dak Lak province (the old Phu Yen province area).

Attending the emergency meeting was Major General Pham Hai Chau, Deputy Director of the Department of Rescue and Relief (General Staff).

Faced with complicated developments of floods and rains, Military Region 5 established a forward command post to respond to exceptionally large floods in Dak Lak .

At the meeting, Major General Tran Thanh Hai and Major General Pham Hai Chau requested that the military units of Military Region 5, especially the local forces, firmly grasp the area and prepare forces and plans to rescue people at night when ordered.

The process of performing the task requires strict compliance with regulations on absolute safety in maneuvering and rescue; the teams in all directions promptly report the situation to the Command Center. At the end of the working session, the delegation inspected the flooded area of ​​the people in Dong Hoa ward and directed the deployment of rescue at night.

In the evening of the same day, in response to the prolonged heavy rain causing deep flooding in many areas of Tuy An Bac commune, Dak Lak province, implementing the order of the Chief of Military Region 5 Command, Brigade 572 urgently mobilized forces and vehicles, and deployed measures to support people in responding to the large floods.

Immediately after receiving the mission, the unit mobilized specialized vehicles, canoes, motorboats with full rescue equipment, organized forces to stick to the area, and quickly approached deep flooded areas and areas with fast-flowing water.

The Brigade's working groups waded through the rapids to bring the elderly, children and households in low-lying areas to safety. The timely presence, sense of responsibility and determination of the officers and soldiers of Brigade 572 helped the rescue work to take place safely and effectively, contributing to minimizing the damage caused by floods.

On the evening of November 19, the Chairman of the Dak Lak Provincial People's Committee issued a telegram requesting urgent focus on responding to and overcoming the consequences of especially large floods, inundation, and landslides in the area.

According to a report from the Dak Lak Hydrometeorological Station, the flood situation in Dak Lak is extremely complicated and dangerous. Within just 24 hours (from 13:00 on November 18 to 13:00 on November 19), the whole province recorded rainfall ranging from 100 - 300 mm. In particular, some places recorded rainfall of over 800 mm.

Prolonged heavy rains have caused the water level on the rivers to rise rapidly. At 2 p.m. on November 19, the water level measured at Cung Son station reached 39.49 m, approximately the historical flood level of 1993. At Phu Lam station, the water level reached 4.78 m, exceeding the alarm level 3 by 1.08 m. More worryingly, on the Ban Thach river at Ha Bang station, the water level reached 13.72 m, exceeding the alarm level 3 by 4.22 m and breaking the historical flood record of 2009.

Assessing that this is a serious flood, with peak flood flow approximately equal to and higher than historical flood levels , the Chairman of the Dak Lak Provincial People's Committee requested heads of departments, branches, sectors and Chairmen of People's Committees of communes and wards to continue to seriously implement the direction of the Provincial Party Committee and the Provincial People's Committee; closely monitor the developments of especially heavy rains and floods, emergency floods; promptly inform authorities at all levels and people to proactively prevent and avoid at the highest possible level.

At the same time, postpone meetings that are not really urgent and not related to the direction of flood prevention and control, especially large floods. Heads of provincial departments, branches, unions, Secretaries, and Chairmen of People's Committees of communes and wards proactively and focus on organizing inspections, urging, and directing timely response and recovery work according to the assigned areas and fields of management.
