Teachers in disadvantaged areas should enjoy higher vocational allowances.

On the morning of November 20, the National Assembly discussed the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW on breakthroughs in education and training development.

To let teachers devote all their heart and soul to teaching

Commenting on the preferential occupational allowance of 70% for preschool and primary school teachers, 30% for staff and 100% for teachers in particularly difficult areas, National Assembly Delegate Hoang Van Cuong ( Hanoi Delegation) shared that teaching is a very special profession. Teachers are required to take special care of themselves and their reputation to set an example for students.

"Other people, if their salary is not enough to live on, can do many other jobs to earn more income. But teachers cannot do that. There are some jobs that other people can do, but teachers are not allowed to do. Even if they do the right job of teaching, they cannot teach whatever they want," said Mr. Hoang Van Cuong.

Arguing that teachers should not be allowed to teach their own students the same lessons that they should have learned at school, Mr. Cuong stated his opinion: Teaching with different content or teaching advanced topics is fine. But if you teach knowledge that should have been included in the regular school curriculum, then teaching extra lessons is inevitably a negative motivation.

Therefore, having a higher allowance will help teachers have a better income, be more aware of their responsibility to society and students, and thus be able to devote all their heart and soul to teaching in school.

From that, delegate Hoang Van Cuong said that increasing the remuneration for teachers is only a small investment of society, but brings benefits to hundreds, thousands of students, bringing very high social efficiency.

When more attention is paid, society's requirements for teachers must also be higher and society's supervision of teachers' performance of duties and responsibilities must also be tighter and deeper.

"That mechanism will help us form a team of exemplary teachers who are the decisive factor for the success of our country's education system," said the delegate.

Spending on education is still very low.

Delegate Pham Hung Thang (Ninh Binh Delegation) said that point a, clause 2, Article 2 of the draft stipulates that preferential vocational allowances are applied to staff in public preschool and general education establishments at a minimum level of 70% for teachers, 30% for staff and 100% for teachers working in areas with especially difficult socio-economic conditions, border areas, islands, and mountainous ethnic minority areas.

Through research and comparison with the draft resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection and care of people's health, Clause 3, Article 3 on policies, salaries and allowances for medical staff stipulates that those who regularly and directly perform professional medical work at commune health stations and preventive medicine are entitled to a preferential occupational allowance of 100% for ethnic minority areas, mountainous areas, areas with difficult socio-economic conditions, areas with special difficulties, border areas, and islands; at least 70% for cases not falling under the above cases.

"The above regulation is very correct with Resolution No. 72 of the Politburo, but I see an inadequacy here, which is that people who regularly and directly work in medical profession at health stations are entitled to 100% preferential occupational allowance for both areas with difficult socio-economic conditions and areas with special difficulties," said Mr. Pham Hung Thang.

Meanwhile, according to Resolution No. 71 of the Politburo and the draft resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development, only teachers working in areas with particularly difficult socio-economic conditions are entitled to 100% preferential vocational allowance.

Teachers working in areas with difficult socio-economic conditions will not be entitled to this preferential allowance, but will only be entitled to the same preferential allowance as those in other areas with developed socio-economic conditions. Delegates believe that such regulations are not proportionate, fair, and do not demonstrate superiority.

Therefore, delegate Pham Hung Thang suggested that the drafting agency study and consider expanding the provision to include public preschool and primary school teachers working in areas with difficult socio-economic conditions to enjoy a corresponding preferential occupational allowance, or if not 100%, then at a level higher than 70% to avoid disadvantages for this group.

Delegate Nguyen Thi Tuyet Nga (Quang Tri Delegation) said that regarding investment incentives for education and training, the draft stipulates that the State guarantees to spend at least 20% on education.

According to the delegate, this regulation is not a breakthrough. With such a level of expenditure, the education budget has only recently been able to cover salaries, investment expenditure for education is still low, and expenditure for educational activities is still very low.

Therefore, the draft needs to clearly define financial mechanisms, investment mechanisms, and effective use of resources. It cannot only rely on the State budget, but must mobilize social resources and diversify social resources.
