National Assembly Deputy Hoang Van Cuong said that increasing teachers' benefits is only a small investment for one person but brings benefits to hundreds of students, creating great social effects.

On the morning of November 20, the National Assembly discussed in the hall the following projects: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended); and the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71 of the Politburo on breakthroughs in education and training development.

Speaking, as a teacher - delegate Hoang Van Cuong (Hanoi) expressed his emotion and warmth when Resolution 71 not only affirmed that " education and training is the top national policy", but also "decides the future of the nation". That clearly demonstrated the special important position and great mission of education and training.

Referring to the specific issue related to teacher recruitment and transfer, according to the delegate, to have a good school, the most important factor is a team of teachers who are dedicated, love their job and respect professional honor. Therefore, recruitment must create a fair playing field where all local candidates have the opportunity to compete.

“I propose that the Department of Education and Training organize a common exam for all schools in the province. The exam results will be the basis for schools to select teachers from high to low. Teachers who do not pass the exam at one school can register to transfer to another school using their exam results,” said Mr. Cuong.

According to the Hanoi delegation, if each school and commune organizes recruitment on their own, it will lead to waste and expense; the quality of the exam questions will be uneven, causing unfair recruitment: good people can fail in schools with difficult questions, and bad people can pass in schools with easy questions. On the other hand, candidates will have to take many separate exams, not knowing their real chances.

In the context of declining birthrates and strong migration, some schools will have a surplus of teachers, while others will lack teachers. Therefore, a flexible mechanism for mobilizing teachers according to the locality is necessary, and this authority should be assigned to the department level, as stated in the draft Resolution.

Teachers are not allowed to tutor their own students.

Regarding professional incentives, the draft stipulates: 70% for preschool and primary school teachers; 30% for staff and 100% for teachers in particularly difficult areas. Although not a beneficiary of this incentive, Mr. Cuong is also happy for the country's education cause, when teachers are truly cared for with specific policies and regimes, not just honored with words.

This also clearly demonstrates the consistency in the Party's policies and guidelines and the laws promulgated by the National Assembly, as stipulated in the Law on Teachers: Teachers' salaries are ranked highest in the administrative career salary scale system.

Mr. Cuong explained that teaching is a very special profession and requires teachers to take special care of themselves and their reputation to set an example for students. People in other professions, if their salary is not enough to live on, can do many other jobs to earn more income, but teachers cannot do that.

There are some jobs that other people can do but teachers are not allowed to do. Even if you do extra teaching, you cannot teach whatever you want.

According to him, a doctor who examines patients in a public hospital, but when he goes to work in a private hospital, can examine and treat the same patient he just examined in a public hospital. This is also normal, because the patient does not want to be treated in a public hospital, but they want to go to a private hospital, which has better equipment, more spacious and adequate care conditions for treatment. That is their right to choose.

But teachers are not allowed to teach their own students the same lessons that they are supposed to learn in school. It is fine to teach different content, or to teach more advanced knowledge, but if you teach knowledge that should be taught in class, it is no longer a positive motivation.

“Having a higher allowance will help teachers have a better income, especially they will be more aware of their responsibility to society and students, and will devote all their attention to taking care of the teaching and learning of students. Therefore, I think that increasing the remuneration for teachers is only a small investment for one person, but it benefits hundreds of students, thus bringing very high social efficiency,” said Mr. Cuong.

Sharing the same concern, delegate Pham Hung Thang (Ninh Binh) also agreed with the special and outstanding policy in treating human resources in the education sector as stipulated in the draft.

In addition, he also suggested that the drafting agency consider expanding the beneficiaries of preferential vocational allowances in the direction that preschool and public primary school teachers working in disadvantaged areas should also receive a corresponding level; if the 100% level cannot be applied, it should be higher than 70% to avoid disadvantages.

"I propose to still delegate the authority to mobilize and arrange personnel to the Chairman of the People's Committee at the commune level to suit the two-level local government model, but not separate the professional management, technical skills and educational management capacity of the sector, through a close coordination mechanism and only one round of decentralization. This is to ensure consistency in evaluating cadres and comprehensive management of the team," said Delegate Trinh Thi Ngoc Diem (Can Tho).
