Meanwhile, the preparation time is very short, especially when the two-tier government apparatus has just been rearranged. “We cannot delay for a day, nor can we wait or push things around. Everyone must be proactive and carefully calculate each step to ensure the right progress,” said Mr. Hai.
Regarding Phu Quoc special economic zone, which is under the greatest pressure, the Provincial Party Committee leaders acknowledged the efforts but also clearly mentioned that the workload is not only large but also decisive for the national image in APEC 2027.

At the same time, key projects such as the expansion of Phu Quoc International Airport, APEC Conference Center, press center or strategic traffic routes have basically completed investment procedures. The province requires not only quick implementation but also projects and works to be completed 3 to 6 months before the Conference to have time for trial operation.
According to the directive, all procedural problems must be resolved quickly and completely; the progress of each project must be monitored weekly and item by item. In particular, site clearance must be done in accordance with the law, but must also be done thoroughly, both to ensure the rights of the people and to prevent project stagnation.
Not only infrastructure, the Provincial Party Secretary emphasized the role of communication in creating social consensus and enhancing Phu Quoc's position in the eyes of international friends.
“There must be a consistent communication campaign before, during and after APEC 2027. This is a golden opportunity for Phu Quoc to make a breakthrough,” the An Giang Provincial Party Secretary requested.
Reporting at the meeting, Mr. Ngo Cong Thuc, Vice Chairman of An Giang Provincial People's Committee, said that the province has developed a master plan to serve APEC Year 2027 and requested the sub-committees to urgently complete the detailed sub-plan.
Of the 21 projects serving APEC, the public investment group has 9 urgent projects that have completed contractor selection and are allowed to be implemented immediately. The total capital allocated in 2025 for public investment projects is more than VND 4,296 billion, of which the central budget accounts for the majority.
Group 2, which includes 11 projects under the public-private partnership (PPP) and business investment model, has also selected investors in accordance with regulations. The next focus is to ensure progress, complete procedures and promote disbursement.
Notably, the Department of Home Affairs was assigned to develop a sub-project to train human resources to serve APEC, the force that directly contacts international guests. The sub-project is expected to be completed in December 2025.
On the side of the special zone, Mr. Tran Minh Khoa, Chairman of the People's Committee of Phu Quoc special zone, said that the locality has established a propaganda team to mobilize people and businesses to join hands in preparing for APEC with the motto "every Phu Quoc resident is a tourism ambassador".
At the same time, the special zone also implemented a project to build Phu Quoc into a "model unit of security, order and urban civilization", strictly controlling illegal construction, encroachment on forest land and ensuring a friendly tourism environment.
There is still a lot of work ahead, but the spirit of direction at the meeting has put Phu Quoc on the fast track with the determination to not only successfully organize APEC 2027 but also turn this event into a driving force for outstanding development for the pearl island in the coming years.
On September 24, Phu Quoc Special Economic Zone, An Giang province simultaneously started construction of 10 projects to welcome the 1st Provincial Party Congress for the 2025-2030 term. This is a cluster of projects serving the APEC Summit Week (Asia-Pacific Economic Cooperation Forum) 2027 with a total investment of hundreds of thousands of billions of VND.
Specifically, the projects include: Upgrading and expanding Phu Quoc International Airport; Provincial Road DT.975 (connecting Phu Quoc Airport - DT.975 - DT.973); APEC Avenue; Cua Can Lake; Undergrounding technical infrastructure in Duong Dong area; Undergrounding technical infrastructure project in An Thoi area; Investing in technical infrastructure, digital transformation to build a smart monitoring and operating center for comprehensive management of Phu Quoc special zone; Ong Quan Mountain Eco-tourism Urban Area; Mixed-use urban area - Bai Dat Do and Investment project to build An Thoi resettlement area.
The Phu Quoc Metro line, with an investment capital of VND9,000 billion and a length of 18km, is expected to be completed on December 19. This is a key traffic route serving the people, tourists and travel needs during APEC 2027.
