Many universities say no to C00 complex in 2026, experts explain

In the 2026 admission season, many universities continue to "say no" to the C00 combination to comply with the regulations of the Ministry of Education and Training and ensure fairness between admission combinations.

Many universities across the country have begun to announce their expected enrollment plans for 2026. Notably, some schools have said no to the C00 combination (Literature, History, Geography), similar to the trend that took place in the 2025 enrollment season.

Specifically, the Political Officer School announced that it will only use 4 admission combinations from 2026: C01 (Literature, Math, Physics), C03 (Literature, Math, History), C04 (Literature, Math, Geography) and D01 (Literature, Math, English). Compared to 2025, the school has removed C00 (Literature, History, Geography) and A00 (Math, Physics, Chemistry).

According to the latest announcement, the Border Guard Academy only recruits 3 groups C03, C04 and D01 for the two majors Border Guard and Law. Compared to 2025, the Academy has eliminated A01 (Math, Physics, English), C00 (Literature, History, Geography) and C01 (Literature, Math, Physics).

Explaining the removal of the admission combination, representatives of both schools said that, in accordance with the regulations of the Ministry of Education and Training , each combination must include at least 3 subjects suitable for the characteristics of the training program, in which Math or Literature accounts for at least 25% of the total score. The total number of subjects in the combination must contribute at least 50% of the admission score.

To be suitable, schools take Literature and Mathematics as the core subjects in the admission combinations. These are two compulsory subjects in the high school graduation exam, so 100% of candidates take the exam. The third subject is flexibly changed depending on the training field.

Schools consider this to be the optimal solution, both ensuring candidates' rights and being suitable for the specific training industry and enrollment needs.

Previously, in the 2025 admission season, the C00 combination (Literature, History, Geography) - once one of the traditional and popular admission combinations - "disappeared" from the admission plans of many universities. Even some "top" schools in the social sciences and humanities sector stopped considering the C00 combination. This clearly reflects a significant change in admission trends.

The first two universities to announce that they will not consider admission for the C00 group are the Academy of Journalism and Communication and the University of Law - Vietnam National University, Hanoi .

The Academy of Journalism and Communication not only eliminated the Literature - History - Geography combination but also completely eliminated Geography in all training majors. The school divided the majors into 4 groups, each group considering a certain number of combinations.

Meanwhile, the University of Law - Hanoi National University also does not consider C00 or A00 (Math, Physics, Chemistry). Instead, the school enrolls students according to 6 groups: C03 (Math, Literature, History); A07 (Math, History, Geography); A01 (Math, Physics, English); D01 (Math, Literature, English); D14 (Literature, History, English); D15 (Literature, Geography, English).

Similarly, Hanoi Open University announced that it will not consider admission to the Literature - History - Geography combination for all training majors, including social sciences, from the beginning of 2025.

The school's social majors such as the Law group and the Tourism group only recruit groups with Math subjects, including: Math - Literature - English; Math - English - History; Math - English - Geography; Math - English - Economic and Legal Education; Math - Physics - English.

Many universities "turn their backs" on the C00 complex?

Responding to VTC News reporters, Dr. Nguyen Tung Lam - an education expert, said that the fact that many universities have stopped using block C00 for admission not only serves the strategy of internationalizing training programs, but also stems from new regulations: Educational institutions are not allowed to allocate enrollment quotas according to each combination or admission method, applied from 2025.

If we continue to maintain the C00 combination, which usually has the highest average score in the high school graduation exam and attracts many candidates, most of the enrollment quota may be focused on this combination, leading to an imbalance between the admission combinations, causing disadvantages for candidates choosing other combinations.

The Director of the Center for Communication and Admissions of a university in Hanoi said that during the training process, the school realized that there should be certain similarities in the student input to improve the quality of training. All decisions on admission combinations are discussed and consulted by the training science council, ensuring that they are consistent with reality.

"According to university admission regulations, admission scores are not considered according to each combination or method. Therefore, ensuring fairness in admission is very important, avoiding too large a difference between combinations," he emphasized.

Responding to the press earlier, Director of Hanoi National University Hoang Minh Son (former Deputy Minister of Education and Training) said that the Ministry of Education and Training had analyzed the score distribution of block C00 in the past two years and noted that the score had an increasing trend. The level of competition is more evident in prestigious schools with good training quality.

"Some industries do not have many quotas, but if they are concentrated in large areas, the standard scores can be pushed up. In addition, this also depends on ensuring fairness between admission methods.

"If the admission methods ensure fairness and the exam questions are clearly differentiated, there is nothing unusual about high benchmark scores. On the contrary, if there is an easier admission method, the Ministry needs to analyze it carefully," said Mr. Hoang Minh Son.
