During the implementation of Resolution 57, the Provincial Party Committee and Provincial People's Committee issued a total of 35 plans, decisions and directives to create a unified legal framework. Based on this system of documents, departments, branches and localities quickly developed detailed plans and adjusted the content to suit the reality to ensure consistency throughout the entire implementation process.
Investing in digital infrastructure and skills development
Along with the direction, Lai Chau has prioritized strong investment in technical infrastructure, digital infrastructure and information technology. Up to now, the Party's wide-area information network has been secured and operated smoothly to 38 commune and ward party committees. At the same time, the province's administrative procedure settlement system is also directly connected to the National Population Database and many specialized databases, helping to significantly shorten processing time and reduce errors.
The province also pays special attention to improving digital skills for officials and people. The Digital Education Portal has recorded more than 120,000 learners, focusing on basic digital skills, using online services and information security. In addition, thousands of civil servants and public employees from the provincial to commune and ward levels have been trained in digital skills and the application of artificial intelligence (AI) in their professional duties.
Effective propaganda, raising public awareness
Communication work on Resolution 57 has been regularly and strongly deployed by Lai Chau province. Since the beginning of the year, press agencies and the system of portals and electronic information pages in the area have published more than 1,000 news and articles, attracting over 3 million visits. This activity not only reflects the progress and results of implementation, but also contributes to raising people's awareness, while encouraging businesses and households to actively participate in the digital transformation process.
Recommendations for continued breakthroughs
Despite many achievements, Lai Chau still faces difficulties typical of a mountainous province. There are currently 21 particularly difficult villages without mobile phone coverage, while a part of the population still does not own a smartphone or have access to the internet. In addition, the disbursement rate for digital transformation, science and technology is still low because many tasks require outsourcing of technology services.
In order to create a new step forward in implementing Resolution 57, Lai Chau has proposed that the Government prioritize investment in digital infrastructure for disadvantaged areas through the Public Telecommunications Service Fund. At the same time, the province proposed to support smartphones for poor and near-poor households to increase access to public services and internet connection, thereby contributing to the effective implementation of Project 06.
The province also recommended that ministries and branches soon issue guidelines for IoT application in specialized fields. The Ministry of Science and Technology was asked to issue criteria for determining specialized science and technology sectors in order to arrange staff at a rate of 25% in the leadership team, as well as soon issue a circular regulating the management and spending norms for science, technology and innovation tasks.
