7th Session, 15th National Assembly
At the session, the National Assembly listened to the report on explanation, acceptance and revision of the draft Law on Road Traffic Order and Safety by the member of the National Assembly Standing Committee and Chairman of the National Assembly's Committee on National Defense and Security, Le Tan Toi. After the National Assembly discussed a number of contents of the draft Law on Road Traffic Order and Safety with different opinions, the presenting agency and the agency in charge of the review coordinated to explain and clarify a number of issues raised by National Assembly deputies. Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi stated: At the 6th session of the 15th National Assembly, National Assembly deputies discussed and gave opinions on the draft Law on Road Traffic Order and Safety (TTATGTDB). Based on the opinions of the National Assembly deputies, the National Assembly Standing Committee directed the Standing Committee of the National Defense and Security Committee (UBQPAN) to coordinate with the drafting agency, the National Assembly agencies and relevant agencies to study, explain, accept, revise the draft Law and develop a draft Report on explanation, acceptance and revision. The Government has directed the Ministry of Public Security and the Ministry of Health to seriously implement the requests of the National Assembly Standing Committee and National Assembly deputies, and organize a scientific seminar on "The harmful effects of alcohol and beer on road traffic participants". 
Implementing the direction of the National Assembly leaders, the Standing Committee of the National Assembly has issued a document requesting the Government to report to the National Assembly Standing Committee on new policies and major issues with many different opinions. The Government has issued Report No. 104/BC-CP dated March 14, 2024 reporting on the acceptance and revision of a number of major contents in the Law project, Report on assessing the impact of new policies in the Law project on Road Traffic Safety; the Ministry of Public Security has issued Report No. 567/BC-BCA-C08 dated March 22, 2024 on the results of implementing Resolution No. 73/2022/QH15 of the National Assembly on pilot auction of automobile license plates. The Draft Law on Road Traffic Safety, after being received and revised, and the draft Report on explanation, reception and revision, was reported to the National Assembly Standing Committee at the 31st Session, submitted to the Conference of full-time National Assembly Deputies and sent to request opinions from National Assembly Delegations, the Ethnic Council , National Assembly Committees and relevant agencies as prescribed. 
Compared with the draft Law submitted to the National Assembly at the 6th Session, the draft Law that has been received and revised has 9 chapters and 89 articles, the number of chapters remains the same and increases by 08 articles due to the addition of 05 new articles, merging 04 articles into 02 articles, separating the content of some articles into 05 other articles; The National Assembly Standing Committee has directed the revision of the content of 79 articles, keeping the content of 02 articles (Article 33 and Article 54) unchanged. The draft Law after being received and revised achieved high consensus between the National Assembly Standing Committee and the Government ...
