On the morning of April 26, in Ha Long City, Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee chaired a working session with the Standing Committee of the Ha Long City Party Committee on the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with the development and completion of documents, personnel work and direction of Party congresses of communes and wards after the arrangement; implementing Resolution No. 31-NQ/TU dated December 2, 2024 of the Provincial Party Committee on directions and tasks for 2025 in the city.
Implementing the directions and instructions of the Central and the province, the Standing Committee of the City Party Committee has established a Steering Committee and a Project Development Team. not organizing city-level administrative units and arranging commune and ward administrative units in the city. The project was developed and conferences were held to seek opinions from the Standing Committee of the City Party Committee, the City Party Committee, and to collect voters' opinions, and to pass them through the People's Councils at all levels to ensure that the steps follow the correct procedures and regulations. The arrangement of commune-level administrative units in the city has received high consensus from voters and people on both the plan and the names and offices of the new communes and wards.
The City People's Council met and issued a Resolution approving the policy of rearranging commune-level administrative units in Ha Long City. Accordingly, 11 communes and wards were established on the basis of merging 30 communes and wards in Ha Long City; and 2 communes of Ky Thuong and Dong Son were merged with the Ba Che cluster according to the province's orientation. Immediately after the City Party Committee approved the draft Project on rearranging commune-level administrative units, the Standing Committee of the Ha Long City Party Committee directed the preparation of documents so that after implementing the new model, the Party Congresses of communes and wards would be qualified to be held immediately.
In line with Resolution No. 31-NQ/TU dated December 2, 2024 of the Provincial Party Committee, the city has proactively adjusted the production value growth target in 2025 from 16.8% to 18.8%. This demonstrates the determination, efforts and pioneering and exemplary responsibility of the locality in implementing major goals of the province and the Central Government with clear and specific measures and solutions. Accordingly, in the first 4 months of the year, the economy continued to grow, production value increased by 19.1% over the same period, of which the service industry production value increased by 28.7% over the same period. The city welcomed 3.35 million visitors, equal to 108% over the same period, of which international visitors reached 960.3 thousand visitors, equal to 109% over the same period. Total revenue from tourism reached VND 9,564 billion, equal to 140% over the same period. The production value of the industrial and construction sector increased by 14.7% over the same period; the production value of the agricultural, forestry and fishery sector increased by 16.9% over the same period. Up to now, the city has planted nearly 8,900 hectares of forest and nearly 18,000 large trees. Public investment disbursement is equal to 14.36% of the assigned capital plan...
Concluding the meeting, Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, highly appreciated the results of Ha Long City in implementing the directions of the Central and the province in implementing the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with the development and completion of documents, personnel work and direction of the congresses of communes and wards after the arrangement and Resolution No. 31-NQ/TU dated December 2, 2024 of the Provincial Party Committee.
The Deputy Secretary of the Provincial Party Committee emphasized: Ha Long City currently contributes up to 46% of the province's economic scale. Thanks to that, the city's high growth rate in the first 4 months of the year has significantly contributed to maintaining the province's overall growth momentum, especially in areas such as tourism attraction, public investment, site clearance, afforestation, digital transformation and ensuring social security. These results affirm the continuous efforts of the city's staff in effectively implementing the directions of the Central and the province.
In particular, Ha Long City has always been a pioneer in implementing important resolutions, such as the Resolution of the 11th Conference of the 13th Party Central Committee, associated with the work of drafting documents, preparing personnel and directing the organization of Party congresses of communes and wards after the reorganization.
To ensure the progress of the Congress preparation work, the city needs to urgently review all tasks according to the direction of the Central and the province, in which the focus is on building congress documents for communes and wards in a concise, easy-to-understand, easy-to-remember manner, with the goal of completion in May 2025. The city must be the leading locality in organizing the Party Congress at the commune level in July 2025.
In the coming period, Ha Long City needs to continue to affirm its role as an innovative locality, leading in socio-economic development. The city must be steadfast in its set growth targets, while focusing on budget collection, starting and completing key projects, as well as researching and implementing new investment projects, especially non-budget projects. The city needs to proactively work with strategic investors to remove obstacles and promote project implementation progress.
In addition, competent authorities must handle work within their authority, ensure continuity, and not interrupt activities related to people and businesses; strengthen the management of public assets associated with equipment, and absolutely not allow violations or profiteering in the management of land and state assets.
Regarding the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Ha Long City needs to focus on editing and digitizing records, creating favorable conditions for the activities of new communes and wards after the arrangement.
Regarding the work of ensuring security, order and social safety, the city must continue to maintain political and ideological stability and grasp the situation and aspirations of cadres, civil servants and people.
