Ho Chi Minh City issues plan to invest in 355 km metro, line 2 to start construction at the end of 2025

On March 26, the Ho Chi Minh City People's Committee issued a plan to invest in 355 km of metro from now until 2035 according to Resolution No. 188/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies, especially developing the urban railway network system of Ho Chi Minh City and Hanoi .

According to the issued plan, the City identified 7 key work groups including: developing relevant legal documents; mobilizing capital; completing investment preparation procedures; developing urban areas according to the TOD model; transferring technology and training human resources; selecting materials and dumping sites.

The plan also details 74 specific tasks with clear timelines and responsibilities of each relevant department, agency and unit.

The most important part is the mobilization of investment capital, which is also detailed, including: local budget sources, annual savings, issuance of local government bonds, and ODA capital.

According to the plan, line 2 will be the line to start construction the earliest. The City People's Committee assigned the departments and branches to complete the procedures for converting capital sources from ODA to public investment capital by April 2025.

The City will then organize a bidding process to select a contractor and start the project in December 2025.

For the remaining 6 routes, the City will speed up the implementation of procedures and site clearance in the 2025 - 2027 period. Then, it will select a contractor and start construction in 2027, completing and putting into operation in 2035.

According to the approved project to develop the Ho Chi Minh City metro system, in the next 10 years the city needs 40.2 billion USD to invest in 355 km of urban railway.

To achieve the set goals, the National Assembly issued Resolution 188 with many outstanding specific mechanisms to speed up the construction of metro lines. Therefore, the Ho Chi Minh City People's Committee requested the City Urban Railway Management Board to reorganize the investment management model in accordance with the new situation in 2025.
