The event took place over 3 days from November 26 to 28, bringing together exhibition activities, investment connections, seminars and competitions revolving around innovation, digital transformation and youth startups.
Speaking at the opening ceremony, Vice Chairwoman of Ho Chi Minh City People's Committee Tran Thi Dieu Thuy said that in 2025, the World Intellectual Property Organization (WIPO) published the 2025 Global Innovation Index report.
Accordingly, Vietnam is ranked 44/139 countries and economies ; ranked 2nd out of 38 economies in the lower middle-income group; ranked 10th out of 17 economies in Southeast Asia, East Asia and Oceania.
According to Startup Blink's assessment, Ho Chi Minh City's innovative startup ecosystem continues to grow, ranking 110/1,000 global cities and third in Southeast Asia.
"These figures affirm the attractiveness of the city's startup ecosystem, which constantly nurtures breakthrough ideas and promotes innovative startups to develop internationally," said Ms. Thuy.
Vice President Tran Thi Dieu Thuy said that Ho Chi Minh City aims to become an international innovation center by 2025-2030, with the digital economy accounting for 30-40% of GRDP and total social spending on research and development (R&D) reaching 2-3% of GRDP, allocating at least 4-5% of total annual budget expenditure for science, technology, and digital transformation.
Ho Chi Minh City identified 2025 as a year of action and determination, expressed through the theme: "Focusing on streamlining the apparatus to be streamlined - strong - efficient - effective - efficient; promoting digital transformation; Resolution No. 98/2023 of the National Assembly; fundamentally resolving the city's difficulties and backlogs".
The Vice Chairman of the City People's Committee emphasized that Ho Chi Minh City is committed to always accompanying the innovation community in every stage of development, while maximizing the role of orientation, leadership, connection, cooperation and sharing.

Mr. Tran Trong Tuyen, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, assessed that Ho Chi Minh City is the most dynamic creative startup ecosystem in Vietnam.
The city currently attracts nearly 50% of the total number of startups in the country and is home to three of Vietnam's four technology unicorns, including VNG, MoMo and Sky Mavis, affirming its position as both an "economic locomotive" and a "creative startup center" of the country.
In the 2026-2030 period, Ho Chi Minh City aims to become a regional innovation center, an international financial center based on digital technology, and an ASEAN intellectual center converging experts, startups, and global investors.
Ho Chi Minh City has SIHUB, the City Center for Innovation and Startup; High-Tech Park, High-Tech Agricultural Park, venture capital funds, strong research universities, and a young, creative workforce with great potential.
"The problem is not whether the city has enough resources. It's whether we have enough confidence to pave the way for something new," he emphasized.
