The Ho Chi Minh City People's Committee has just sent a document to relevant departments and units regarding the implementation of Notice No. 1 of the Steering Committee for the development of the Ho Chi Minh City urban railway network system.
Reviewing the urban railway network according to a new model and vision
Accordingly, the Chairman of the Ho Chi Minh City People's Committee directed relevant departments, agencies and units to receive and seriously implement the conclusions of the Steering Committee, and at the same time report and propose to the City People's Committee to consider and resolve any difficulties or problems beyond their authority.
Specifically, the Chairman of the City People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments and branches to urgently review the overall planning of the urban railway network according to a new model and vision, suitable for the context of expanding administrative boundaries (merging Binh Duong, Ba Ria - Vung Tau into Ho Chi Minh City).
On that basis, it is proposed to adjust the Ho Chi Minh City Planning for the period 2021 - 2030 (vision to 2050), the General Planning to 2040 (vision to 2060) and related specialized planning on technical infrastructure, including underground space planning.
At the same time, proactively coordinate with relevant central and local ministries to propose specific institutions and policies, especially specific mechanisms and policies, to submit to the National Assembly for approval. For policies under the city's authority according to Resolution 188, focus on researching, perfecting, and submitting to the City People's Council for consideration and promulgation.
The Department of Construction shall preside over and coordinate with relevant departments and branches to review and minimize the time for carrying out procedures and approving investment in urban railway projects; effectively integrate with other types of transport such as roads, waterways, buses, etc.
At the same time, develop strategies, programs and comprehensive implementation plans with a clear roadmap; flexibly apply specific mechanisms and closely coordinate among parties to ensure harmony of interests between the State - investors - society.
Research on the model of "Urban Railway Investment Fund"
The City People's Committee assigned the Department of Finance to preside over and coordinate with relevant agencies to develop plans and projects to mobilize investment capital for the urban network system according to Conclusion 49 of the Politburo , ensuring to meet the requirements and progress of project implementation according to the approved plan and roadmap.
Research and propose a separate investment fund model for urban railway development, calculate the ability to mobilize maximum resources and diversify capital sources, including PPP forms, non-state budget capital and other legal capital sources.
Proactively advise the City People's Committee to submit to the Standing Committee of the City People's Council to prepare a plan to allocate medium-term public investment capital for the periods 2026-2030, 2031-2035 and annually to ensure compliance with the progress and roadmap for investment in the development of urban railway lines.
The Department of Home Affairs is assigned to preside over and coordinate with Urban Railway One Member Co., Ltd. No. 1 and related units to organize methodical, scientific, practical research, and refer to experiences from successful models around the world.
Special attention should be paid to private enterprise models that directly invest in and operate urban railway systems, instead of being undertaken by government agencies.
Based on the research results, the Department of Home Affairs proposed a model for investment, management, operation and exploitation of the urban railway system suitable to the new context and development vision of the city.
Complete the report, submit it to the City People's Committee, submit it to the Steering Committee for consideration and comments at the next meeting; in case of exceeding authority, promptly report to the competent authority for consideration and direction...
The Urban Railway Management Board presides over and coordinates with relevant departments and branches to speed up the preparation of investment in urban railway projects.
It is necessary to select domestic and foreign consulting units with sufficient capacity and experience; to perfect the team of experts and consultants to implement the urban railway system of Ho Chi Minh City in accordance with the spirit of Conclusion No. 49 of the Politburo and Resolution No. 188.
At the same time, develop mechanisms and policies along with specific assignment of tasks, time and responsibilities; clearly define content, requirements, models and solutions to place orders for research expert teams.
Research needs to be linked to advanced international models, while also being suitable to the practical conditions of Ho Chi Minh City, ensuring feasibility and effectiveness in implementation.
For metro line 2 (Ben Thanh - Tham Luong), implement the bidding mechanism for bidding packages according to the GANTT schedule, first of all consulting packages, ensuring compliance with legal procedures, publicity, transparency, and reasonable costs according to authority; pilot implementation on metro line 2 to gain experience for the following lines.
After the merger, Ho Chi Minh City has nearly 1,000km of urban railway.
According to the plan, Ho Chi Minh City has 12 urban railway lines with a total length of 510km. Implementing Resolution 188 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system, the city is carrying out procedures to invest in public investment in a series of 7 lines with a length of 355km, to be completed in 10 years.
In addition, the urban railway connecting the center to Can Gio and the Thu Thiem - Long Thanh railway are also being promoted for implementation in the direction of private implementation.
According to the provincial planning, Binh Duong has 12 routes with about 305km, while Ba Ria - Vung Tau has 3 routes with 125km.
Thus, after the merger, the new Ho Chi Minh City will have nearly 1,000km of urban railway, not to mention the national railway lines that are being deployed by the central government or will soon have regulations adjusted for local implementation.
