Add 4 groups supported to pay health insurance

Currently, the State is supporting health insurance premiums for 5 main groups of subjects, including: people from near-poor households; students; people participating in security and order protection forces at the grassroots level; people from farming, forestry, fishery and salt-making households with average living standards; ethnic minorities living in communes that are no longer in areas with difficult or extremely difficult socio -economic conditions.

The new law, which takes effect from July 1, will add four more groups to be supported, including: village and hamlet health workers; village and hamlet midwives; part-time workers in villages and residential groups; people awarded the title of People's Artist, Meritorious Artist and victims of human trafficking according to the provisions of the 2011 Law on Prevention and Combat of Human Trafficking.

The minimum support level is expected to be 50% of the contribution level. If a person belongs to multiple support groups, they will be selected to participate in the group with the highest support level.

Vietnam Social Security said the expansion of the support policy will help people have easier access to health insurance , especially those with serious illnesses, illnesses requiring surgery or high technology - which often have high treatment costs.

The group of people who pay health insurance themselves are those who are not eligible for payment support from the State, organizations or businesses, but must pay the entire fee themselves according to regulations.

This group includes people participating in health insurance as a household; people living, working or being cared for at charitable organizations, religious establishments; employees whose labor contracts are temporarily suspended or who are on unpaid leave.

In addition, people who do not belong to any of the prescribed groups, whose contributions are paid by the budget or by the unit, are also classified as self-paying health insurance .

Health insurance payment for remote medical examination and treatment

In addition, the Law on Health Insurance has expanded the scope of payment of the health insurance fund. Accordingly, health insurance participants are paid for expenses including remote medical examination and treatment; remote medical examination and treatment support; family medical examination and treatment; home medical examination and treatment; rehabilitation, periodic pregnancy examination and childbirth.

Health insurance also covers the cost of patient transportation between medical facilities, whereas previously it only covered transportation from district level to higher level. The cost of medical technical services, drugs, equipment, blood, blood products, medical gases, supplies, tools, instruments, and chemicals used in medical examination and treatment are now also covered by the fund.

In addition, the cost of treating strabismus and refractive errors of the eyes for people under 18 years old will be covered by health insurance , while current regulations only cover children under 6 years old. Thus, from July 1, the age eligible for health insurance when treating these health problems will be raised from 6 to 18 years old.

By early 2025, 95.52 million people nationwide participated in health insurance . By 2030, the rate of health insurance participation will reach over 95% of the population; over 95% of people using primary care services at grassroots health facilities will be covered by health insurance .
