Officials, civil servants, public employees, part-time workers, and workers after the reorganization of the political system in the City will be supported with vocational training and career conversion; job referrals; and purchase or lease-purchase of social housing.
This is the Project that the Department of Home Affairs has just submitted to the People's Committee of Ho Chi Minh City for approval to support cadres, civil servants, public employees, part-time workers, and workers after the reorganization of the political system, contributing to ensuring social security, stabilizing order and developing the local economy .
According to Ms. Luong Thi Toi, Deputy Director of the Department of Home Affairs, the Project also aims to improve the effectiveness of public sector human resource management in a streamlined, efficient, professional manner and adapt to the current requirements of public administration innovation.
At the same time, ensure the rights and stabilize the lives of cadres, civil servants, public employees, part-time workers, and workers affected by the process of reorganizing the apparatus and administrative units of the political system through support in finding and connecting jobs suitable to their capacity, qualifications, and work experience.
"The project also aims to effectively promote human resources with qualifications and experience in state administrative management in appropriate fields after the arrangement, in which priority is given to forms such as: suitable job transfer, work arrangement at public service units, arrangement to hamlets, neighborhoods, state-owned enterprises or the private sector. At the same time, create a mechanism to support career transition through job referral consulting activities, skills training, start-up support, connection with recruiting businesses and appropriate incentive policies," Ms. Toi shared.
Regarding the policy of supporting job referrals associated with career transition orientation, the Department of Home Affairs will review and coordinate with units with the function of providing job services in the City to support connection, consultation, and job referrals for cadres, civil servants, public employees, and workers who have quit their jobs due to organizational restructuring in the City.
Promote the connection between labor supply and demand through job fairs, job exchanges, and provide information on unemployment insurance policies; increase information on overseas work programs; connect reputable businesses that send Vietnamese workers to work abroad so that workers can learn and receive advice to choose an overseas market that suits their expertise and income.
The project also supports the cost of elementary vocational training or training programs of 3 months or less equivalent to 6 million VND/person/course along with food and travel expenses.
Regarding the policy of supporting loans to create jobs and expand employment, the City will support a maximum loan of 300 million VND/person for a maximum period of 10 years in the form of unsecured loans (confirmed by the People's Committee at the commune level) with an interest rate equivalent to that of poor households.
During the first 5 years of the loan, the borrower will receive 100% interest support from the City budget.
Regarding the central government's support policy for loans to buy or hire-purchase social housing according to Decree No. 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on the development and management of social housing, the maximum loan amount is 80% of the value of the contract to buy or hire-purchase social housing with an interest rate of 6.6%/year and the loan term is agreed upon between the bank and the ability to repay the debt but not exceeding 25 years.
Similarly, the City People's Committee and the Ho Chi Minh City Housing Development Fund also provide loans to buy social housing according to regulations with a maximum loan amount of 70% of the value of the apartment/house but not exceeding VND 900 million/application for 20 years with interest rates adjusted periodically (currently the applied interest rate is 3.2%/year).
According to the City Department of Home Affairs, the number of cadres, civil servants, and non-professional workers at the commune level in the City assigned by the City People's Council in 2025 includes 4,946 civil servant positions at the district, county, and Thu Duc city levels.
More than 70,600 people are civil servants and employees receiving salaries from the state budget at public service units managed by the People's Committee of Thu Duc City and 21 districts under their authority; nearly 12,200 people are cadres, civil servants, and part-time workers at the commune level.
The project is also based on the results of a preliminary survey of commune-level officials and civil servants; non-professional ward workers of the City Party Committee, showing that the number of people in need of new job referrals is high; followed by those in need of support for loans for self-production and business; those who buy or rent social housing; and the lowest number is vocational training support./.
