Accordingly, at the press conference on the socio -economic situation of Ho Chi Minh City on November 14, the Department of Culture and Sports of Ho Chi Minh City issued a document responding to difficulties in converting the investment method in the Phan Dinh Phung Sports Stadium construction project in District 3 after many years of stagnation.
Specifically, the Department of Culture, Sports and Tourism said that a working group of the Department is resolving issues related to the project. At the same time, it is coordinating and reviewing to negotiate with investors in accordance with regulations.
According to the Department of Culture, Sports and Tourism, Ho Chi Minh City has paid much attention, leadership and direction to the development of the field of physical education and sports . In particular, it focuses on the development of sports facilities such as increasing public investment capital for the renovation, upgrading and construction of new sports facilities in the city. Therefore, the construction of Phan Dinh Phung Stadium is the basis for Ho Chi Minh City to host national and international tournaments.
It is expected that the construction of Phan Dinh Phung Stadium will be under the public investment method.
Regarding this project, the Department of Culture, Sports and Tourism is currently coordinating with relevant departments, branches and units to prepare for investment in the construction of a new Phan Dinh Phung stadium.
"After the project is inaugurated, this will be a project that meets international standards, serving the training and competition needs of athletes and the sports training needs of the people, contributing to enhancing the image of sports in Ho Chi Minh City in particular and the whole country in general" - said the Department of Culture, Sports and Tourism.
Phan Dinh Phung Stadium is located in the "golden land" area of District 3 with 4 street frontages: Pasteur - Nguyen Dinh Chieu - Nam Ky Khoi Nghia - Vo Van Tan.
This project was approved by the Prime Minister for investment in the form of BT in 2008 and implemented in March 2010 under the BT contract after this public-private partnership method was officially stopped in 2019.
The project investor is a joint venture between Compensation and Clearance Joint Stock Corporation and Phat Dat Real Estate Development Joint Stock Company.
The estimated investment was announced at 989 billion VND in 2010, but by 2013, the project's "capital" had increased to more than 1,352 billion VND.
Later, when the design was adjusted, the project capital increased to nearly 2,000 billion VND.
However, since then, the project has not been implemented due to problems with BT contract payment.
By the end of April 2024, Ho Chi Minh City People's Committee agreed to stop investing in the project under the BT contract form and switch to public investment method.
The project is expected to start construction in 2026.
