This recommendation was mentioned by the Department of Education and Training of Ho Chi Minh City in a report sent to the Ministry of Education and Training on the preparation and implementation of tasks at the beginning of the 2024-2025 school year.
According to the report of the Department of Education and Training of Ho Chi Minh City, on average each year the number of students increases at all levels in the city by about 25,000 students. This pressure increases the number of students per class, exceeding the standard, and the number of students attending 2 sessions per day decreases.

Some districts have many primary schools with more than 45 students per class, which limits management and teaching quality, and does not meet the requirements of the 2018 generaleducation program.
Regarding the implementation of the 2018 general education program, besides the advantages, the Department of Education and Training of Ho Chi Minh City pointed out some difficulties in the implementation process.
At the primary level, some units such as Binh Chanh, Binh Tan, District 12, Hoc Mon... do not ensure conditions for teaching 2 sessions/day; some schools do not have enough functional rooms as prescribed.
Some educational institutions still lack teachers for many subjects, so they have to hire contract teachers or guest teachers to ensure enough teachers to teach classes.
The shortage of teachers is mainly concentrated in the subjects of English, information technology, physical education, music , and fine arts due to the lack of qualified teachers.
At the secondary level, there are still difficulties in developing a team of teachers for IT, technology and arts (music, fine arts); investing in developing the school and class system in some districts, especially those with large populations today.
Organizing extracurricular activities faces difficulties in arranging implementation time to ensure consensus among participating students and the implementation conditions of the school.
Teachers at educational institutions have not received specialized training and have little experience in organizing life skills education activities, so most educational institutions coordinate with businesses to implement them.
Having additional educational activities outside of regular school hours contributes to the comprehensive education of students. However, organizing these activities is a voluntary activity with the participation and contribution of learners, so there are different opinions when implementing them.
Some educational institutions have not provided full information about extracurricular educational activities to parents, causing confusion and misconception that these are compulsory educational activities.
This has affected the policy of socializing education in enhancing experiential, practical, and real-life activities... for students.
The Department of Education and Training of Ho Chi Minh City proposed that the Ministry of Education and Training provide unified guidance on determining service fees to serve and support educational activities in schools and the authority to issue collection rates for educational services other than tuition fees that are not services to serve and support educational activities so that localities have a basis for implementation.
Direct the assignment of the construction and selection of school programs to the School Council. Because this is a form of collection and payment on behalf of others, it is not a budget expenditure.
Provide specific instructions on organizing the teaching of the school program in addition to implementing the 2018 general education program flexibly, assigning authority and responsibility to the Principal and School Council.
Issue documents guiding the teaching activities of 2 sessions/day, guidance on the management of extra teaching and learning adjusted according to the new orientation of the 2018 General Education Program. Create favorable conditions for Ho Chi Minh City to effectively implement programs and projects in the direction of smart education, digital transformation and reaching international standards in a number of educational contents and fields.
