Specifically, the Ho Chi Minh City People's Committee approved the policy for Thuong Nhat Company Limited (Thuong Nhat Company) to invest in the construction and temporary exploitation of an inland waterway wharf along the Saigon River, adjacent to the land adjacent to the Ba Son metro station of metro line No. 1.
In addition to construction, Thuong Nhat Company needs to renovate and beautify the area around Ba Son station, Ba Son wharf and Ba Son bridge foot with the company's capital.

The scale of the wharf will be a floating bridge with a prefabricated structure, without building a solid structure. This inland wharf only transports and serves waterway vehicles to dock and pick up passengers, and does not anchor waterway vehicles within the wharf's operating waters. This wharf will operate and be exploited temporarily until Ho Chi Minh City requests clearance and relocation.
The Department of Transport of Ho Chi Minh City will coordinate with the People's Committee of District 1 and relevant agencies and units to guide Thuong Nhat Company Limited to temporarily construct the above-mentioned inland waterway wharf. The People's Committee of District 1 will guide Thuong Nhat Company to implement the design plan and renovate the area around Ba Son station, Ba Son wharf and Ba Son bridge foot to ensure urban aesthetics, in harmony with the landscape in the area and Bach Dang wharf park.
The Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City is responsible for guiding Thuong Nhat Company to carry out procedures for leasing water surface, signing a contract to lease water surface for use in exploiting inland waterway ports, as a basis for the Tax authority to determine the rental price and the amount of water surface rental payable in accordance with state regulations.

Previously, Thuong Nhat Company had submitted a proposal to connect waterway passengers on the Saigon River with Metro Line 1. According to the proposal, the company surveyed and concluded that the location of Ba Son Metro Station is very suitable and feasible to open a connecting wharf for passenger transport. These locations are on the river bus route that the company is operating from Bach Dang Wharf (District 1).
Thuong Nhat Company has proposed to voluntarily pay the cost to invest in the temporary construction of piers adjacent to Ba Son metro station with the scale of a bridge-float structure (which can be quickly assembled) to increase service value, attracting people and tourists to use public transport. The first proposed location is the pier adjacent to Ba Son metro station, adjacent to the Saigon River bank in the upstream area of Ba Son bridge.
Regarding the above proposal, Urban Railway Company No. 1 (HURC1) has assessed and considered that the addition of Ba Son wharf as proposed by Thuong Nhat Company is necessary. The formation of the wharf will create the ability to connect waterway traffic, helping passengers to access waterway transport services and form a multimodal transit point, focusing on people's travel needs, promoting tourism services.
According to the Ho Chi Minh City People's Committee, this is part of the renovation and beautification activities of the area around Ba Son station, Ba Son wharf and Ba Son bridge foot to ensure urban aesthetics and environmental sanitation in this area. In addition, it promotes the synchronous development of many types of public passenger transport, connecting passenger transport by waterway with metro line No. 1.
