Accordingly, the 2025-2026 school year is the first phase in which Ho Chi Minh City operates with an expanded administrative scale after the merger. The city currently has nearly 2.6 million students, with more than 3,400 schools and about 110,000 teachers, posing a major challenge in ensuring uniform textbooks for the entire city.

In order to ensure that textbooks are fully supplied, of good quality, and to avoid delays or shortages before the new school year begins, the Department of Education and Training of Ho Chi Minh City requests that principals of general education institutions publicly announce the list of textbooks for each subject and educational activities on the industry management system at quanly.hcm.edu.vn. The deadline for completing the announcement of the list of textbooks is before August 20.
In addition, the Department of Education and Training of Ho Chi Minh City also requested that schools must develop plans to fully support textbooks for policy students, including poor households, near-poor households and students in difficult circumstances. When discovering cases of difficulty in accessing books, schools need to immediately inform the Department of General Education for timely support; Organize donations of old textbooks that are still in good condition; mobilize social organizations and alumni to donate textbooks to students in need; Schools must also purchase additional textbooks according to the standards of the Ministry of Education and Training for libraries to lend to students...
The Ministry of Education and Training (MOET) has also just issued Official Letter No. 4480/BGDĐT-GDPT to the Departments of Education and Training regarding comments on the revised curriculum of a number of subjects. This revision is to meet the requirements of rearranging provincial administrative units and implementing two-level local government.
The Ministry of Education and Training said that the 2018 General Education Program has been implemented nationwide for 5 years, just enough for one cycle for all grades. The Ministry of Education and Training has organized a review and research to develop the General Education Program to find solutions to limit the program's shortcomings, making the program more suitable to reality.
At this time, the whole country has implemented the arrangement of provincial administrative units and the change of administrative boundaries and the implementation of a two-level government directly affects the curriculum of four subjects: History and Geography from grades 4 to 9; Geography grade 12; History grade 10 and Civic Education grade 10, so it is necessary to revise the curriculum of these subjects.
