Are preschool children in especially disadvantaged areas exempted from tuition fees?

Are preschool children with registered residence in a particularly disadvantaged village/hamlet, a commune in Region III of ethnic minority and mountainous areas, or a particularly disadvantaged commune but studying at a school located in the city (not in a commune in Region 3 or a particularly disadvantaged commune) entitled to tuition fee exemptions, support for study costs, and lunch money? Clause 1, Article 15 of Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government stipulates the subjects exempted from tuition fees as follows: Preschool children, general education students, students of general education programs (students studying the continuing education program at junior high school level and students studying the continuing education program at high school level) in public educational institutions in the national education system.

Clause 4, Article 17 of Decree No. 238/2025/ND-CP stipulates the subjects eligible for support for learning costs as follows: Preschool children, general education students, students studying at regular educational institutions following the general education program where they and their parents or guardians (in case of living with guardians) have permanent residence and are studying at an educational institution in a particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities or studying at an educational institution in another area according to local regulations in case there is no educational institution in the particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities or studying at an educational institution in another area according to regulations of the locality in case there is no educational institution in the particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities.

In case the child is an ethnic minority with permanent residence in a commune in Region III of ethnic minority and mountainous areas, or a particularly disadvantaged commune, but the child is temporarily residing and studying at an educational institution not in a particularly disadvantaged village/hamlet, a commune in Region III of ethnic minority and mountainous areas, or a particularly disadvantaged commune in a coastal and island area according to regulations of competent authorities, the child will be exempted from tuition fees according to regulations in Clause 1, Article 15 of Decree No. 238/2025/ND-CP but will not be supported with study costs at the educational institution the child is attending according to regulations in Clause 4, Article 17 of Decree 238/2025/ND-CP.
