Parents of students come to receive money and leave on a rainy night
This afternoon, September 28, the Department of Education and Training of Binh Thanh District, Ho Chi Minh City issued a press release regarding the collection of more than 313 million VND in class 1/2 of Hong Ha Primary School, including more than 220 million VND spent on repairing a classroom and many other expenses. The Department of Education and Training of Binh Thanh District affirmed that many of the collections and expenditures were against regulations; criticized the principal and homeroom teachers; and requested the return of a total of more than 247 million VND to parents.

"Relax and Pay" Meeting
This evening, at 5pm, a meeting of parents of first and second graders was held to discuss the payment. All reporters were not allowed to attend. By 7pm, it was pouring rain, only a few parents left, holding envelopes in their hands and saying they "had received the money". However, the parents did not provide details of the amount received.
Parents leave early after receiving cash
In a quick conversation with Thanh Nien Newspaper reporter, Ms. Bui Thi Hai Yen, the school's principal, said the meeting "aimed at relieving the parents' psychological stress and returning the money to the parents", and also said that the meeting had the full participation of 32 parents.
"Everyone was excited and received their cash back," Ms. Yen said. When asked how much each person received, she said she couldn't remember exactly. When asked where the money came from to pay the parents today, when the classroom had been repaired , all the money had been spent on contractors, and supplies, and the total was more than 247 million VND that needed to be paid to the parents, Ms. Yen refused to answer, only saying, "That was the school's decision."

Earlier, this afternoon, in the press release of the Department of Education and Training of Binh Thanh District, it was clearly stated that the total amount of money that the parents' representative committee of grade 1/2 students collected was 313,300,000 VND (collected from 31/32 students). 260,328,500 VND was spent; the remaining amount was 52,971,500 VND.
Regarding the correction of illegal revenue and expenditure of the fund for the parents' representative committee of grade 1/2 students, the Department of Education and Training of Binh Thanh District directed: "For the project of renovating classrooms, the parents' representative committee settled 227,030,000 VND. Although the project of renovating classrooms was voluntarily contributed by parents, the process of mobilizing and spending was not in accordance with regulations, so the representative committee of grade 1/2 students will refund this amount to the parents of grade 1/2 students according to regulations."
Parents gather to wait for money
For expenses such as art performances (dance teaching fees, uniform rental, props...) for the opening ceremony of grade 1/2 students; food and teddy bears for art performances; support for the whole year for Ms. Thu to hire more people to serve and clean up lunch in front of the class; support for Ms. Thu in the first semester; internet connection fees; lantern fees; costumes for Hang and Cuoi; and purchases of elastic fabric to make curtains for students to change clothes (total of 20,515,000 VND) are also illegal expenses. The Department of Education and Training has directed that the money must be returned to the parents of grade 1/2 according to regulations.
Thus, the total amount that the representative board returned to the parents of class 1/2 according to regulations is 247,545,000 VND.
Class fund 'evaporated' almost all in 1 month. School held a meeting to pay money right at night.
The fund expenditures for Ms. Thuy to buy gifts for students, classroom decorations and trees; and for Ms. Thu to buy supplies for students and classroom cleaning tools are 12,783,000 VND, which are expenses directly serving students, so this content is still implemented.
The Department of Education and Training of Binh Thanh District directed the school to monitor and supervise the implementation of the refund of illegal revenue and expenditure of the parent representative board of grade 1/2 students and promptly report to the Department of Education and Training.
At more than 8 p.m., the meeting at Hong Ha Primary School, Binh Thanh District, Ho Chi Minh City regarding the payment of incorrect revenue and expenditure has not ended.
The 300 million class fund "evaporated" almost in 1 month. Parents were shocked when they saw the income and expenditure table.
