In his closing remarks at the question-and-answer session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan stated that the session, conducted in accordance with Project No. 15-DA/TU of the Standing Committee of the City Party Committee and Resolution No. 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly, was carried out in a spirit of innovation, substance, and in a democratic, frank, constructive, lively, and highly effective manner.  

The City People's Council delegates focused their questioning on two groups of issues: the implementation of discipline, order, and responsibility in the performance of official duties at state agencies within the city; and questions regarding vocational training and job creation in the city.

During the questioning session, 38 delegates asked questions and engaged in debates to clarify issues; including 36 questions and 2 debates. Many delegates, including many non-specialized delegates, actively participated alongside specialized delegates in asking questions and raising many important issues and effective solutions for the future.

Three Vice Chairmen of the City People's Committee, 15 Directors of Departments and Agencies, and 5 Chairmen of District People's Committees participated in answering, reporting, and explaining related issues.

The questioning session revealed that the delegates' questions focused on existing problems and limitations, emphasizing the need to identify the causes and responsibilities in order to propose solutions for improvement in the future.

"The questions raised are issues that the city is concerned about, focusing on in its leadership and direction, and also accurately reflect the thoughts and aspirations of voters and the people. This shows that the City People's Council representatives have a firm grasp of the situation, asking concise and clear questions, closely adhering to the content of the questions with a frank, constructive, and highly responsible spirit," the Chairman of the City People's Council affirmed.

Furthermore, the questions raised by the City People's Council representatives demonstrate the role, responsibility, and supervisory power of the People's Council; and also represent a sharing and collaboration with the City People's Committee in directing, managing, and implementing the city's tasks.

Vice Chairman of the Hanoi People's Committee Vu Thu Ha spoke, acknowledging the points raised and questions from the delegates.

The Vice Chairmen of the People's Committee of Ho Chi Minh City, Directors and Heads of Departments, agencies, districts, and other comrades participating in the questioning session demonstrated a high sense of responsibility, a firm grasp of the issues, and provided focused and direct answers to the questions raised, without evasion, and clarified the issues addressed by the delegates.

Many comrades frankly accepted responsibility for their respective sectors and fields, while also offering practical, effective, and feasible solutions for the short and long term, committing to overcoming existing shortcomings and determined to create positive changes in the future.

"The City People's Council highly appreciates the seriousness, openness, and responsibility of the City People's Committee, the Directors and Heads of departments, agencies, districts, and communes in answering questions and implementing the commitments made to the City People's Council, voters, and the people," the Chairman of the City People's Council stated.

According to the Chairman of the City People's Council, the results of the questioning session showed that the issues selected by the City People's Council for questioning and re-questioning were "correct" and "relevant," important, practical, and appropriate to the actual development situation of the city.

The questions raised focused on issues of concern to voters.

Regarding the group of issues related to the implementation of discipline, order, and responsibility in the performance of official duties at state agencies under the city, the Chairman of the City People's Council emphasized that this is a content that has received the attention and guidance of the City Party Committee, and the involvement of the City People's Council in urging, monitoring, and supervising the implementation results of the City People's Committee and state agencies under the city.

During the questioning session, delegates focused their questions on three main issues, which the leaders of the City People's Committee and heads of relevant units frankly addressed: adherence to discipline and order, administrative reform, and public service inspection; the results of implementing requirements according to resolutions, conclusions of supervision, questioning, and explanations of the City People's Council and its Standing Committee; and the handling of voter petitions and the processing and resolution of complaints and denunciations from citizens.

Regarding the specific contents, requirements, tasks, commitments, and roadmap for addressing existing shortcomings and limitations, these will be summarized in the Resolution of the interpellation session and the accompanying appendices.

Regarding the issues of vocational training and job placement for workers in the city, this is a topic that has been widely raised by voters who hope the city will continue to pay more attention to it, enact more mechanisms and policies, prioritize resource allocation, invest in improving the quality of vocational training and job placement, ensure social security, and increase people's income.

According to the report from the People's Committee of Ho Chi Minh City and the results of the questioning session, vocational training and job placement have always received attention and focused leadership from the Central Government, the City Party Committee, the City People's Council, and the City People's Committee. All levels and sectors have implemented many comprehensive and effective solutions to develop the labor market, increase income, and improve the lives of the people, as evidenced by the results and targets in the field of vocational training and job placement.

All targets were met and exceeded compared to the annual plan, with a trend of higher results each year. The period from 2020-2024 saw a 23% increase compared to the 2016-2019 period. However, alongside the achievements, there are still shortcomings and inadequacies in vocational training and job placement in the city, as pointed out by City Council representatives during the questioning session.

The delegates participated in the questioning session enthusiastically and responsibly.

"The Hanoi People's Council requests the Hanoi People's Committee, all levels and sectors to fully and seriously consider the opinions of delegates, the opinions and recommendations of voters and the people; to promptly, synchronously, decisively and effectively implement solutions; to urgently direct and clearly assign responsibilities, roadmaps and progress to overcome existing shortcomings and limitations; to seriously fulfill commitments and promises, and meet the expectations of voters and the people," the Chairman of the Hanoi People's Council emphasized.

With specific requests regarding the questioning session, the Chairman of the session and the Standing Committee of the City People's Council will compile the information and submit it to the City People's Council for the issuance of a Resolution on the questioning session at the closing session on the morning of July 4th.

For questions that were not answered directly during the questioning session, the People's Committee of Ho Chi Minh City, the Directors and Heads of Departments, agencies, and relevant units are requested to provide written answers to the delegates with the highest quality.

Based on Project No. 15-DA/TU of the Standing Committee of the City Party Committee and Resolution No. 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly , the City People's Council assigns the Standing Committee of the City People's Council, the Committees of the City People's Council, and the City People's Council Delegation to continue monitoring and supervising the implementation and periodically report the results to the City People's Council.

"The viewpoint is to ensure discipline and order, with the City People's Council and its Standing Committee supervising to the end to achieve concrete results and products. This content has been consistently upheld by the Standing Committee of the City Party Committee and the City Party Committee's Executive Board in the city's leadership: all the issues raised will be addressed and ultimately yielded results and products," the Chairman of the City People's Council emphasized.
