Many good ways, new initiatives
At the People's Committee of Kim Thanh district, the initiative to shorten the time for granting construction permits for level III and level IV projects (individual houses) applied since the beginning of 2024 has shown clear effectiveness. The district has shortened the time for granting permits to 9 working days, nearly half of the regulation (the regulation is 15 days).
"The staff and experts of the Economic Infrastructure Department have proactively shortened the implementation time at each step from receiving the documents to appraisal, field inspection, supplementing documents, submitting for approval and returning results. Thanks to that, people do not have to wait long and are very satisfied," added Ms. Truong Thi Ninh, Deputy Head of the Internal Affairs Department of Kim Thanh district.
In 2024, about 40 families were granted construction permits for level III and level IV projects in a shorter time. "I hope that more administrative procedures will be processed more quickly without incurring additional costs to facilitate people," Mr. Hoang Van Toan in Phu Thai town (Kim Thanh) suggested.
The above initiative has contributed to helping the People's Committee of Kim Thanh district improve the quality of service to the people, increase 1 rank in the 2024 Administrative Reform Index ranking, ranking 2nd out of 12 districts, towns and cities in the province.
Nam Sach has been the locality topping the Administrative Reform Index for many consecutive years in Hai Duong. In recent years, the district and communes and towns have prioritized resources to invest in infrastructure at "one-stop" departments. Currently, 10/15 communes and towns have installed machines to survey people's satisfaction when carrying out administrative procedures at "one-stop" departments.
Previously, before the survey machine was installed, local officials and civil servants in the district still collected people's opinions and assessments by handwritten forms which were carefully kept. "The survey by machine will increase the accuracy and objectivity in measuring people's satisfaction and is an important basis for evaluating the service quality of officials and civil servants," added Mr. Nguyen Van Ben, Secretary of the Party Committee of Tran Phu commune.
In the first quarter of 2025, out of a total of 10,378 evaluation forms at the district and commune "one-stop" departments in Nam Sach, 10,373 were rated as good, and only 5 were rated as average.
Efforts to serve people better
In 2024, the Department of Health significantly improved its Administrative Reform Index ranking, rising from 18th place in 2023 to 12th place. This is the unit with the highest ranking increase among departments, branches and sectors. The above results demonstrate the unit's efforts and determination in administrative reform, including the goal of better serving the people.
According to Mr. Nhu Huu Nhuan, Deputy Director of the Department of Health, in 2024, in order to maximally support the needs of people and businesses in handling administrative procedures, the Department of Health has coordinated with the Department of Information and Communications (now merged into the Department of Science and Technology) and the consulting unit to fully deploy the province's electronic one-stop system . Implementing Project 06, the Department of Health has directed medical examination and treatment facilities to upload health examination certificates to the health insurance assessment portal. The Department of Health has reviewed and evaluated 44 administrative procedures and revised 10 procedures...
"From the beginning of the year, the department assigned tasks to each department and unit and encouraged officials and civil servants to have initiatives and good practices to improve service quality and satisfaction of people and businesses. This is also one of the two contents registered by the department's leaders as a breakthrough task to be implemented in 2024," said Mr. Nhuan.
Along with the solutions of the state management agency, on June 13, 2024, the Standing Committee of Hai Duong Provincial Party Committee issued Project No. 05-DA/TU on "Building friendly, people-serving commune, ward and town governments in the province for the period 2024 - 2030".
Many good practices and new models have been implemented, creating positive changes, such as cadres and civil servants of "one-stop" departments at all levels implementing well the "4 pleases": hello, sorry, thank you, permission; "4 alwayss": always smile, always be gentle, always listen, always help; and "2 nos": do not cause difficulties, inconvenience, extort, or prolong the processing time of agencies, organizations, and people; do not be indifferent, insensitive, or irresponsible in the face of people's difficulties and frustrations.
Many localities in the province receive and return administrative procedure results at home for policy beneficiaries, sick people, people with serious illnesses, lonely elderly people with no place to go... who are unable to travel. Some localities also organize the settlement of administrative procedures for citizens on weekends because they cannot arrange time during working days and carry out the delivery of letters of commendation, congratulatory letters, and condolence letters to citizens...
In 2024, Hai Duong will continue to hold the 3rd position in the People's Satisfaction Index for State Administrative Services (SIPAS); rising from 22nd position (in 2023) to 13th position (in group A) in the Annual Administrative Reform Index (PAR INDEX) of the People's Committees of provinces and centrally run cities.
