Administrative procedures under the two-tiered government structure will be clearly defined before June 30th (illustrative image).

Deputy Prime Minister Nguyen Hoa Binh , Head of the Steering Committee for the reorganization of administrative units and the construction of a two-tiered local government model, has just issued Plan No. 40 on assigning the revision and promulgation of legal documents on the organization of two-tiered local government.

Accordingly, ministries and ministerial-level agencies are assigned to review, amend, supplement, or issue new legal documents related to the termination of operations of district-level local governments and the organization of two-tiered local governments.

Ministries and agencies, in coordination with the Central Committee of the Vietnam Fatherland Front, government agencies, People's Councils, and People's Committees of provinces and centrally-administered cities, will review legal documents, assess the institutionalization of the Party's policies, and identify content that needs to be amended, supplemented, or newly enacted.

The review results must be submitted to the Ministry of Justice before April 20th, so that a consolidated report can be submitted to the Government before April 30th.

Ministries and ministerial-level agencies are urged to promptly issue legal documents within their authority or propose them to competent authorities, completing the process before June 30, 2025, for documents issued by Ministers and heads of ministerial-level agencies; and before May 30, 2025, for Government decrees.

The decree needs to clarify the division of responsibilities, powers, and administrative procedures between different levels of government.

The Ministry of Justice is tasked with monitoring and expediting progress, accelerating the review process, and coordinating with ministries, local authorities, and relevant agencies at all levels to resolve any arising issues.

The Steering Committee also authorized the application of simplified procedures for certain legal documents, ensuring that the opinions of those directly affected are sought if necessary.

In Resolution No. 104, the Government unanimously approved the draft Law on Cadres and Civil Servants (amended) and assigned the Ministry of Interior to continue gathering feedback and finalizing the dossier; and authorized the submission of this draft to the National Assembly as prescribed.

The Minister of Home Affairs closely coordinates with the National Assembly's agencies; proactively reports and provides explanations during the review process and incorporates the opinions of the National Assembly Standing Committee on this draft law.
