The procedure for recognizing high school graduation is a new administrative procedure under the authority of the Department of Education and Training of Hai Duong to implement Decision 420/QD-BGDDT of the Ministry of Education and Training dated February 19, 2025 on promulgating newly issued administrative procedures; amended and supplemented administrative procedures in the field of examination and admission.
Accordingly, candidates submit their application for recognition of high school graduation together with their application for registration to take the high school graduation exam; the Director of the Department of Education and Training decides to establish a High School Graduation Recognition Council; within 5 days from the date of announcement of the exam results, the High School Graduation Recognition Council will conduct the recognition of high school graduation for candidates. Within 7 days from the date of announcement of the exam results, the Director of the Department of Education and Training will approve the recognition of high school graduation for qualified candidates and be responsible to the Ministry of Education and Training for the results of recognition of high school graduation in his/her province.
After reporting to the Ministry of Education and Training, the Director of the Department of Education and Training announces the results of high school graduation recognition and notifies high schools to post the list of candidates recognized as high school graduates and issue temporary high school graduation certificates to candidates. The temporary high school graduation certificate is signed by the Principal of the high school where the candidate registered to take the exam and is valid until the official high school graduation certificate is issued.
For students who do not meet the requirements for high school graduation, they will be granted a certificate of completion of the general education program.

In addition to this new administrative procedure, the Department of Education and Training added 29 provincial-level administrative procedures and 3 district-level administrative procedures in the field of vocational education received from the Department of Labor, War Invalids and Social Affairs (old).
Thus, up to now, the Department of Education and Training has 113 administrative procedures in the fields of secondary school; vocational education; continuing education; education quality assessment; education and training in the national education system; training with foreign countries; exams, admissions; diplomas, certificates; other educational institutions.
In addition, there are 44 district-level administrative procedures and 5 commune-level administrative procedures related to education and training.
