Leaders of the People's Committees of 10 provinces and cities with good PCI index in 2024 received certificates at the PCI Index announcement ceremony in 2024.
On the morning of May 6, in Hanoi, the Vietnam Federation of Commerce and Industry (VCCI) held a ceremony to announce the Provincial Competitiveness Index (PCI) 2024 - marking the 20-year journey of the PCI index; demonstrating the persistent efforts in administrative reform, contributing to creating a transparent, fair and favorable investment environment for businesses.
According to the PCI 2024 results, Hai Phong won the first place for the first time with 74.84 points; 2nd place belongs to Quang Ninh province with 73.20 points; 3rd place belongs to Long An with 72.64 points; 4th place belongs to Bac Giang province with 71.24 points; 5th place belongs to Ba Ria - Vung Tau province with 71.17 points.
According to the rankings, the PCI index of Tra Vinh province in 2024 ranked 18/63 provinces and cities nationwide and ranked 06/13 provinces and cities in the Mekong Delta region (MD), with a score of 68.94 points, up 06 ranks and 1.48 points compared to 2023. In terms of the MD region ranking, Tra Vinh increased 01 rank compared to 2023 (from 07/13 to 06/13). Previously, in 2023, the PCI index of Tra Vinh province ranked 24/63 provinces and cities nationwide and ranked 07/13 provinces and cities in the MD region, with 67.46 points, up 02 ranks and 1.4 points compared to 2022.
Looking back at the results of 5 years (2020-2024), the PCI index ranking of Tra Vinh province shows clear efforts:
Comrade Le Van Han, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on Science, Technology, Innovation, Digital Transformation, Competitiveness; Administrative Reform and Project 06 of Tra Vinh Province said: On June 14, 2024, the Provincial People's Committee issued Plan No. 56/KH-UBND on overcoming limitations, weaknesses and improving the PCI index in 2024 and the following years. Accordingly, the Steering Committee for Administrative Reform; Improving the competitiveness index and Digital Transformation of Tra Vinh province (now the Steering Committee for Science, Technology Development, Innovation, Digital Transformation, Competitiveness; Administrative Reform and Project 06 of Tra Vinh province) sets a target of striving for the province's PCI index in 2024 to reach 67 points or more and increase at least 4 ranks compared to 2023, belonging to the group of 20 provinces and cities with the best governance quality in the country (achieving from rank 20/63 provinces and cities or higher)... From the set targets, the results achieved in 2024, Tra Vinh exceeded the targets in both ranking and score.

According to the VCCI report, through the scoreboard and rankings of Tra Vinh's PCI component indexes in 2024 compared to 2023, out of 10 component indexes: 03 indexes increased in rank and increased in score (Fair Competition; Business Support Policy; Labor Training); 01 index increased in rank but decreased in score (Time Cost); 02 indexes decreased in rank but increased in score (Market Entry; Transparency); 04 indexes decreased in rank and decreased in score (Land Access; Informal Costs; Dynamism; Legal Institutions and Security and Order).
With the achieved results as well as the limitations, in order to create a transparent and friendly investment and business environment, associated with improving the PCI index in 2025 and the following years, the Steering Committee on science and technology development, innovation, digital transformation, competitiveness in 2025; administrative reform and Project 06 of Tra Vinh province directs that from now until the end of 2025, provincial and local departments, branches, depending on their assigned functions and tasks, continue to promote the implementation of tasks to improve the investment and business environment, enhance the province's competitiveness according to the direction of the Government.
At the same time, continuously improve the quality of management and effective operation of the Steering Committee; improve the PCI index and digital transformation of Tra Vinh province in administrative reform, perfect mechanisms and policies, publicize legal information... to build an open, transparent, attractive, favorable business environment, creating strong attraction in investment and business development.
Based on the results of the PCI index in 2024, agencies and units, according to their assigned functions and tasks, proactively develop plans to overcome limitations and weaknesses in 2024 and improve the PCI index of Tra Vinh province in 2025 and the following years. Focus on assessing strengths to promote, analyzing shortcomings, and limiting unachieved component indicators to find solutions and assign tasks to units and localities to overcome limitations. In particular, enhance the role and responsibility in coordination work for 10 component indicators according to the tasks specifically assigned according to the plan of the Provincial People's Committee and detailed plans by assigned units.
