Promote proactive spirit

The preliminary report on the 3-year implementation of Project No. 16 of the Provincial Party Standing Committee on improving the quality of Party cell activities in the period of 2020 - 2025 affirmed that after implementing the Project, the awareness and responsibility of Party members in participating in Party cell activities were raised. The Party cell strictly implemented the principle of democratic centralism, arousing and promoting the proactive spirit of Party members to participate in contributing opinions at each Party cell meeting.

Preparations for each Party cell meeting are carefully prepared, Party cell meeting documents are sent to Party members before the meeting so that Party members can study the content and prepare discussion ideas. Party committees at all levels have focused on organizing training courses on Party cell meeting management skills for Party cell secretaries and deputy secretaries.

Therefore, the skills of Party cell secretaries and deputy secretaries in managing Party cell activities have been improved. Party cell secretaries have mastered the skills to open up and orient discussion content with focus at Party cell meetings. Therefore, in many places, discussion content has been lively, Party members have actively and proactively participated in discussing many quality opinions, deciding on tasks and solutions to lead the implementation of tasks and participating in giving opinions on the development of resolutions and conclusions of the Party cell.

The comments and discussions on the leadership of socio -economic development and maintaining security and order have included many opinions from dedicated and responsible party members, "offering advice" to the party cell on new and creative ways to lead effectively, especially in the leadership of land clearance, implementation of mechanisms, policies, and projects to support economic development, implementation of the new rural construction program, restructuring of crops and livestock, poverty reduction, social security, etc.

In Party cell activities, in many places, Party members have done a good job of self-criticism and criticism, "self-examination, self-correction", and directly and frankly fought against manifestations of self-evolution and self-degradation in political ideology and moral qualities of a number of cadres and Party members.

Still afraid of collision, lazy to research, incomplete awareness

There are still some places where, in each Party cell meeting, the discussion is still quiet, with few opinions or only focuses on a few active Party members. Many Party members are afraid to speak up, afraid of conflict, preferring peace, and have not clearly expressed their opinions. The preliminary report on the implementation of Project No. 16 of the Provincial Party Committee Standing Committee also pointed out that in some Party cells, the spirit of self-criticism and criticism is still limited, not fully promoting the role and responsibility of Party members, so the fighting and criticism spirit of Party members is still weak, many Party members avoid, are respectful, and do not dare to give opinions or criticize Party members who are leaders.

Comrade Ngo Tien Dung, Chairman of the Commune Fatherland Front Committee, Secretary of the Ca Village Party Cell, Tien Bo Commune (Yen Son) shared: In the discussion section at each Party cell meeting, as the moderator, the secretary has a hard time because few Party members actively participate in contributing opinions, while to achieve the required score, there must be 5 or more opinions. The reason is that we are still respectful of the brotherhood and relatives, so we are afraid of conflicts and criticism.

According to comrade Hoang Minh Thao, Deputy Secretary of the Tien Bo Commune Party Committee, there are opinions participating in the Party cell activities on leadership in implementing economic development tasks that are not really of good quality, the capacity of Party members is still limited, leading to the leadership in implementing some models of crop restructuring in some villages not being really effective and sustainable. The report assessing the results of the implementation of the thematic Party cell activities of the Tien Bo Commune Party Committee also clearly stated that young Party members rarely participate in expressing their opinions, some places have not yet aroused the spirit of self-criticism and criticism in Party cell activities, and are still respectful and afraid of conflicts.

According to comrade Tran Giang Tuyen, member of the Standing Committee of the District Party Committee, Head of the Organization Committee of Yen Son District Party Committee, the reality of attending activities at the Party cells under his grassroots Party Committee shows that there are still very few opinions contributed by Party members on solutions for leading socio-economic development or contributing to programs, plans, and resolutions.

Comrade Ma Thi Tuyet, Party Cell Secretary, Head of Lang Ngoa Village, Xuan Quang Commune (Chiem Hoa) said that in the Party Cell's activities, the opinions participating in the discussion still focused on a few familiar faces, some Party members were still hesitant to speak up, hesitant, and could not clearly express their views and opinions. For these Party members, the Party Cell's Party Committee assigned specific tasks and assigned work at each meeting so that the next meeting would guide and open up for these Party members to contribute their opinions.

According to the assessment report on the implementation of Project No. 16 by some grassroots Party committees, Party members' self-identification in criticism shows that deference, avoidance, and fear of conflict account for a higher proportion than other self-identification manifestations.

Talking about this situation, comrade Pham Kien Cuong, Deputy Head of the Provincial Party Committee's Organization Board, said that there are three main reasons why party members rarely participate in giving opinions at party cell meetings in some places. The first reason is that party members are lazy in studying and learning resolutions, documents and papers related to the content of party cell meetings, have not studied deeply about the content of party cell meetings, and lack responsibility in building and giving opinions to the party cell. The second reason is that there are still party members who are fearful, afraid of making mistakes when giving opinions, afraid of the head of the Party Committee, agency or unit. The third reason is that party members themselves do not have enough awareness about giving opinions to the party cell, about the content of the party cell's discussion.

Democratic and open management combined with promoting individual responsibility

Comrade Pham Kien Cuong, Deputy Head of the Provincial Party Committee's Organization Board, proposed a solution: the Party cell needs to do a good job of preparing documents and related papers and send them to Party members early for them to study, along with directions and suggestions for discussion on key tasks and new and difficult issues that need to be focused on. In addition, the role of the person chairing the Party cell meeting is also very important. The chair needs to create a democratic, open, and sincere atmosphere in a constructive spirit. The Party organization committee must also propagate to make Party members aware of their leadership role in the leadership collective.

In previous years, the fact that some party members were afraid to give opinions, were respectful, avoided or knew but did not speak up also happened at the Vinh Quang Primary School Party Cell, Vinh Quang Commune (Chiem Hoa). But now, at each Party Cell meeting, the party members here are enthusiastic to give opinions without waiting to be appointed. Comrade Nguyen Thi Thu Huyen, Party Cell Secretary and Principal of the school, said that leaders do not always give accurate and correct plans or opinions.

When subordinates give comments, whether they are favorable or unfavorable, the person running the Party cell meeting needs to listen, because the subordinates are the ones who directly carry out the tasks. Therefore, for the comments of Party members that are valid and appropriate, the Party cell secretary needs to accept, answer, encourage and motivate. In addition, it is also necessary to promptly correct comments that are not constructive. This is also the secret for Ms. Huyen to overcome the limitations in the Party cell's activities in previous years.

According to comrade Nguyen Van Than, former Standing Deputy Secretary of the Provincial Party Committee, the grassroots Party cell is the political nucleus of the Party, so contributing ideas to Party cell activities is both a requirement and a responsibility of each Party member. To have quality ideas, first of all, each Party member must fully understand his or her role and responsibility in the Party cell, avoiding the situation of attending Party cell activities just to be present.

Party members must constantly study and improve their understanding and knowledge in all aspects, understand the tasks of their agencies, units, and localities, and have a firm grasp of the Party's policies and resolutions, the State's policies and laws, and the fields of each Party member.

Only then can we create a clear change in Party cell activities, contributing to improving the leadership capacity and fighting strength of each Party cell.

Democratic and open governance

In managing Party cell activities, the Party cell Secretary must manage democratically and openly, promoting the intelligence of each Party member; prepare the main contents, the contents that need to be clarified, the main and important solutions for Party members to discuss; suggest Party members to express their opinions, boldly and dare to speak up about concerns and problems in the implementation process.

The Party cell secretary is the person who guides the discussion to focus on difficult and problematic issues; summarizes the opinions of Party members and concludes on major and important issues that the Party cell has agreed to vote on and include in the Party cell's resolutions and conclusions; assigns specific tasks to Party members to carry out... Whether a Party cell meeting achieves good results or not,
depends largely on the management of the party cell secretary.

Innovation in Party cell activities

The Party cell of residential group 6, Tan Ha ward (Tuyen Quang city) has 31 party members, and regularly meets on the 6th of every month. Before each meeting, the Party cell prepares the content carefully, concisely and clearly; focuses on discussing and resolving specific, practical issues, especially urgent and outstanding issues in the group.

In the Party cell meetings, in addition to the activities prescribed by the Party Charter, the Village Party Cell spends a lot of time discussing economic development and income improvement for the people. In addition, the Party Cell deeply reviews what has been done, what still exists in the previous month and how to overcome it in the coming month. To create solidarity and unity in the Party Cell, all tasks are discussed, and Party members contribute their opinions and discuss them based on the principle of democratic centralism in Party cell meetings.

Take the initiative to research and contribute ideas

With the responsibility of a party member, before each meeting, I often proactively study documents, resolutions, and internal newsletters of the upper-level Party Committee. On that basis, I carefully read the Party cell's reports to contribute opinions to clarify what has been done and what has not been done, and suggest the best solutions for implementation. As a rural Party cell, in addition to general tasks, I am especially interested in economic development, building cultural families, maintaining hygiene, etc. I am very happy that my own opinions have been accepted by the Party cell and included in the implementation tasks.

Need to be a role model from each activity period

I think that if we want the Party cell to become increasingly clean and strong, no one other than the Party members of that cell must make efforts to do so. In particular, Party members must clearly demonstrate their fighting spirit, which is most clearly demonstrated by contributing ideas to Party building right in the Party cell meetings, and implementing the principles of self-criticism and criticism well. For oneself, be frank in self-criticism, dare to admit shortcomings and mistakes, and boldly correct shortcomings and limitations. For comrades and teammates, be brave and responsible in criticizing, pointing out limitations and solutions to overcome them.

With each good contribution, the Party cell will be able to develop a plan, leadership solutions, and direct the correct implementation. From there, it will contribute to building our homeland to become more and more developed and prosperous.
