Avoid the situation of "kidnapping and abandoning the plate" in "taking back" the sidewalk

Reporters said that while some districts have been very active in minimizing sidewalk encroachment, there are still some places that have been doing it superficially, or even left it unaddressed. Responding to the above issue, Colonel Duong Duc Hai, Deputy Director of Hanoi City Police, said that Hanoi City Steering Committee 197 has issued Plan No. 01/KH-BCĐ197 dated February 15, 2023 on general inspection, handling, and resolution of violations of traffic order, safety, urban order, and public order in the city in 2023 to gradually reclaim beautiful sidewalks for pedestrians. In particular, the City Police have proactively advised on solutions and divided specific routes to eliminate sidewalk encroachment violations. In the first phase, the forces focused on basic investigation and propaganda, followed by strict handling of violations.

“The most important thing is to maintain urban order and avoid the situation of “kidnapping and abandoning the disc”. After propaganda and resolute handling of violations, the City Police will advise the city to re-plan the system of traditional markets; adjust the planning of parking spots", Colonel Duong Duc Hai shared.

The Deputy Director of Hanoi City Police further analyzed: "Restoring urban order will affect the livelihoods of many people who use the sidewalk to make a living. We are surveying and evaluating. If you just look at it, you will see a very large number. However, the actual number is not much. For large businesses, the authorities will resolutely request that they do not encroach on the sidewalk; miscellaneous shops that ruin the urban beauty must arrange their goods neatly. For sidewalk tea shops, based on the reality of each locality, each residential area, and the neighborhood group, we will consider arranging and bringing these shops into the alleys so that they are neat, especially on main streets."

Colonel Duong Duc Hai said that recently, the press agencies have paid great attention to the participation of departments, branches and localities. Besides the fact that some places have participated very well, there are still some localities that have not taken drastic action, leading to the situation as reported by the press.

According to Colonel Duong Duc Hai, in this case, the City Police is the main staff unit, with the motto of "clearly assigning people, clear responsibilities, clear functions, clear tasks, clear responsible people", and such assignment is also the basis for later consideration of responsibilities, evaluating which units are doing well, which units are not doing well.

Deputy Director of the City Police Department Duong Duc Hai said: This time, we launched a very drastic and in-depth campaign, with a very specific roadmap, not allowing cases and situations where some localities do it, some don't, some do it drastically, some don't... The City People's Committee has established inspection teams, directly went down to the grassroots to inspect and directly film and take photos to evaluate and consider responsibilities. This is the overall involvement of leaders at all levels.

The City Police have advised the City People's Committee to divide the implementation into 3 specific roadmaps: propaganda - resolute handling - maintenance after handling. In which, the most important is to change people's awareness that sidewalks are for walking, not for business or trading. In addition, after handling, districts, communes and wards are also required to regularly inspect and monitor to prevent sidewalk encroachment from recurring.

Chairmen of districts, towns and cities; Directors of Departments and branches must develop specific plans to organize the implementation of reviewing conditions to prepare for the work of arranging and restoring order to sidewalks and roads and inspecting and handling violations, to be completed before March 20. At the same time, strictly inspect and handle violations, regularly maintain order to sidewalks and roads, to be implemented from March 21. Report the results to the City People's Committee before the 2nd of each month through the City Police for synthesis.

Regarding some sidewalk tea businesses, the authorities have planned to rearrange and bring these businesses into eligible alleys in each neighborhood, and wherever conditions permit, they will be implemented immediately. The city has directed the departments and branches: Transport, Culture and Sports , Planning - Architecture, City Police to advise the City People's Committee and City People's Council on policies to ensure effective and feasible implementation.

"The work of reclaiming sidewalks for pedestrians requires a step-by-step and long-term implementation roadmap. It may not be successful immediately, but it needs to be persistently implemented," said Deputy Director of Hanoi Police Duong Duc Hai.

In addition, Hanoi City has determined that the work of reclaiming roads and sidewalks and focusing on handling and correcting violations of urban order and public order is continuous and will be carried out persistently, with a step-by-step roadmap.
