According to the plan, the general goal will be to build and develop the physical education and sports career of Da Nang city in a sustainable and professional direction. Focus on developing high-performance sports in depth, prioritizing key and strong sports to increase rankings at National Sports Festivals and improve sports achievements in regional, continental and world arenas. Expand the sports market, mobilize and effectively use resources in developing physical education and sports. Make the most of available potential strengths and advantages to build and develop professional and sustainable sports.

The plan clearly states a number of orientations to 2045 such as: The physical education and sports movement for everyone develops evenly and diversely in all subjects and areas; forming the habit of regular physical exercise among the people, striving for the number of people regularly practicing physical exercise and sports to reach over 55% of the population; the number of sports families to reach over 45% of households; having over 40 city sports federations and associations; 100% of students, university students, and armed forces soldiers meeting physical training standards.

Da Nang City High Performance Sports is one of the top 4 sports centers in the country, contributing many athletes to participate and win gold medals at the SEA Games, with athletes participating in the ASIAD, Olympics and striving to win medals; men's football is among the top in the country.

The city's sports facilities network is modern, qualified to host international tournaments, regional and Asian Games. 100% of commune and ward administrative units have sports facilities that meet prescribed criteria and standards; 100% of schools in the general education system have sports facilities; 100% of villages, residential groups, residential areas, urban areas, industrial zones, and economic zones have sports facilities, grassroots sports clubs, and public sports and exercise venues.

In addition, the city's sports market and economy have developed strongly in quantity and scale, contributing positively to the city's socio-economic development. Improve the quality of operations, promote the role of sports federations and associations, transfer most of the sports operations to these organizations and non-public sports facilities that meet the implementation conditions.

In addition, continue to promote the hosting of major regional, continental and world sporting events in the city, especially sporting activities and events associated with tourism, marine sports and adventure sports, aiming to become the leading city in organizing events and developing marine sports in Vietnam.

To effectively implement the above contents, the plan also sets out tasks such as: Continuing to review, research, and propose the development of mechanisms and policies on physical education and sports in the area suitable for the new period; Supplementing and perfecting policies on remuneration and attracting sports talents; perfecting regulations on management of high-performance sports activities and professional sports.
