Recently, the whole province has been focusing on implementing the program to eliminate temporary and dilapidated houses according to 2 contents, including: Resolution No. 188 dated October 25, 2024 of the Provincial Party Standing Committee and Decision No. 270 dated January 24, 2025 of the Provincial People's Committee. Regarding Decision No. 270 of the Provincial People's Committee on approving the results of synthesizing the need to eliminate temporary and dilapidated houses for NCC subjects, poor households, near-poor households, households affected by natural disasters, climate change and other subjects in need of support to improve housing in the area by the end of 2025, the whole province has 4,405 households supported to build and repair houses. Of which, 117 NCC households were approved for support to build new and repair houses.
Join hands to contribute
Showing gratitude to the revolutionary veterans is not only a moral duty but also a responsibility of the whole society. Over the years, the Party and the State have issued many practical policies to improve the material and spiritual life of the veterans. However, in reality, there are still cases of veterans and their relatives living in temporary, dilapidated houses that do not ensure living conditions.
Faced with that reality, the Party Committees and authorities at all levels in the province have implemented a program to eliminate temporary and dilapidated houses, with priority given to households of NCC with the revolution. Of the 117 NCC households supported to build new and repair houses, 44 households built new houses and 73 households repaired, with a support level of 60 million VND/new house and 30 million VND/repaired house, striving to complete before September 30, 2025.
To achieve the set goals, the Party Committee, the government, the Fatherland Front, and socio -political organizations at all levels and localities in the province have mobilized all resources to carry out projects to eliminate temporary and dilapidated houses for the general population and for the poor in particular. In particular, the Fatherland Front Committees at all levels in the province have actively participated.
Comrade Nguyen Hoang Tung, member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee, Deputy Head of the Steering Committee for the implementation of eliminating temporary and dilapidated houses and developing social housing in the province, said: The Standing Committee of the Provincial Fatherland Front Committee has advised the Standing Committee of the Provincial Party Committee to sign an Open Letter on mobilizing support for eliminating temporary and dilapidated houses in the province in 2 phases; organizing the launching and mobilizing support for eliminating temporary and dilapidated houses in 2 phases; issuing a plan on organizing the mobilization of support for "Eliminating temporary and dilapidated houses" in the province. At the same time, the Standing Committee of the Provincial Fatherland Front Committee has guided the Standing Committees of the Fatherland Front Committees of districts and cities in the province to coordinate, inspect, classify, and make a list of households still living in temporary and dilapidated houses to have an implementation plan, ensuring publicity, transparency, and the right beneficiaries, creating social consensus.
As a result, as of April 23, 2025, the Provincial Fatherland Front Committee has received money and material support for the program to eliminate temporary and dilapidated houses worth more than 184 billion VND; of which the material support is worth 15 billion VND (construction materials), and the monetary support is more than 169 billion VND. From the received resources, the Provincial Fatherland Front Committee has advised the Steering Committee for the implementation of temporary and dilapidated house elimination and social housing development in the province to spend money and material support worth more than 150 billion VND to support the elimination of temporary and dilapidated houses for subjects in the area, including NCC subjects.
Along with the allocated budget, each district and city also implemented the program with effective actions such as mobilizing the "Repaying gratitude" fund, cutting down on budget expenditures, mobilizing businesses to support funding and materials, calling on people, families, and clans to contribute labor and effort to build and repair houses for NCC.
Typically, in Trang Dinh district, the NCC subjects are given priority to complete the construction and repair of new houses under the program to eliminate temporary and dilapidated houses earlier than other subjects. By April 24, the district had completed the construction and repair of houses for 19/20 NCC households according to Decision No. 270 of the Provincial People's Committee, the remaining households are in the process of construction. In addition to financial support, the district has also directed communes, towns, and district unions to assign specific targets to village and hamlet unions to support working days for disadvantaged households. In the first 4 months of 2025, the whole district mobilized more than 4,000 working days from people, cadres, civil servants, public employees, union members, association members... to participate in supporting families, including NCC households to dig foundations, transport materials, dismantle houses... worth over 1.2 billion VND in support.
Or in Cao Loc district, the support for building and repairing houses for the poor under the program to eliminate temporary and dilapidated houses has been and is being implemented by all levels and sectors in the district. Ms. Hoang Thi Dua, Vice Chairman of the Fatherland Front Committee of Cao Loc district, said: According to Decision No. 270 of the Provincial People's Committee, in the area, there are a total of 15 poor households supported to eliminate temporary and dilapidated houses, of which 8 households are supported to build new houses and 7 households are supported to repair houses. During the implementation process, the Fatherland Front and mass organizations from the district to the grassroots have actively promoted and mobilized resources from funds and working days to support families to build and repair houses and have been actively participated by union members, association members and people from all walks of life. In particular, in the past 2 months, the whole district has supported more than 120 working days for families. To date, 14/15 houses for NCC households have been completed in the area, and the remaining households are striving to complete them by May 2025. The removal of temporary houses for NCC households is not only a social security work, but also a practical action demonstrating the sense of responsibility and deep gratitude of today's generations to those who have dedicated and sacrificed for the country. This is also an opportunity for the whole society to show affection, continuing the thousand-year-old tradition of "When drinking water, remember its source" of the nation.
Warm homes of gratitude
With the joint efforts and support of the entire political system, agencies, units, business community and all classes of people, new, solid and spacious houses for NCC have been built. The beneficiary families were very moved and felt warmed by the spirit of solidarity and gratitude and sharing of the Party, State and social community.
Ms. Pham Thi So, born in 1945, a former youth volunteer, residing at 449 Tran Quang Khai Street, Chi Lang Ward, Lang Son City, is one of the households receiving support. She was moved: I joined the youth volunteer force from 1965 to 1968. My house was built more than 40 years ago, about 60 square meters wide, and is now in disrepair. I live alone, have no salary, no other income, and my daily life is mainly supported by my daughter who married and lives nearby, so I have no conditions to rebuild my house. Recently, I was very excited to receive support to build a house under the program to eliminate temporary and dilapidated houses; the project started in early April 2025 and is expected to be completed by the end of May 2025, with an area of about 70 square meters. I am very touched to receive the attention of the State and the sharing of the community.
Mr. Nong Thanh Huan, a 4/4 disabled veteran in Ban Quyen village, De Tham commune, Trang Dinh district, shared: Previously, my family lived in a house with cracked walls and a broken roof, which was not safe, especially during storms. Due to difficult circumstances, the family has not been able to rebuild the house. With the attention of the State under the program to eliminate temporary and dilapidated houses, the family has now been supported to build a new house. The project started construction in March 2025 and has now been completed with an area of 100m²; the total construction cost is 300 million VND, of which 60 million VND is supported under the program. During the construction process, the family also received active support from officials, members of local organizations, and neighbors in the stages of house construction. I am truly touched and grateful to the local authorities, sectors, and people for helping my family have a new, spacious and solid house.
According to research, as of April 24, 2025, the whole province has built and repaired 109/117 houses for NCC families in the area, of which 76 houses have been completed and 33 houses are being built and repaired. The new houses not only contribute to changing the local appearance but also light up the belief, pride, and motivation to develop the economy and society in each NCC family.
The program to eliminate temporary, dilapidated houses for the general public, and the families of the NCC in particular, not only helps those in difficult circumstances, but also serves as a bridge to consolidate and strengthen the great national unity. Thereby, it demonstrates the morality of "When drinking water, remember its source", imbued with the profound humanity of the program. Each house built and repaired is not only a safe and stable place to live, but also a symbol of care, sharing and gratitude to those who have contributed and sacrificed for the independence and freedom of the Fatherland.
