- In 2024, the complicated situation of rain and storms has caused landslides in some areas in Loc Binh district and the risk of landslides is very high, threatening people's lives and property. Faced with this reality, relevant authorities and sectors have implemented solutions to overcome the incident, ensuring the safety of people and property. However, the implementation of the solution is still slow. Since then, people have been living in a state of anxiety and worry as the 2025 storm season is approaching.
Due to the impact of rain and storms, in 2024, 3 landslides appeared in Loc Binh district, with a very high risk of landslides in residential areas in Loc Binh town, Na Duong town and Tam Gia commune, endangering 29 households with 93 people.
Danger hanging over head
In mid-May 2025, we were present at the landslide site in Cau Lam area, Loc Binh town, Loc Binh district. Recalling the scene of the landslide right behind his house, Mr. Hoang Van Ton (one of the households in the landslide-prone area in Cau Lam area) shared: My family has lived here for about 50 years. In 2024, due to the impact of storm No. 3 ( Yagi ) accompanied by prolonged heavy rain, the high hill behind my house slid down more than 1m, some households had their outbuildings and fences damaged. As soon as the danger was detected, my family and other households in the landslide area were assisted by the authorities to move to a safe place.
Similarly, due to the impact of rain and storms in 2024, landslides occurred, with a very high risk of landslides in the hilly area where some households in Zone 8+10, Na Duong Town and Con Che Village, Tam Gia Commune live. As soon as the landslides and high risk of landslides were detected, the authorities assisted people in moving to a safe place.
Faced with the landslide situation and high risk of landslides at 3 locations in Loc Binh district, the Provincial People's Committee has issued decisions to declare an emergency situation regarding landslides in Tam Gia commune (July 2024) and Loc Binh and Na Duong towns (January 2025). In which, it directed relevant agencies to implement immediate and long-term remedial measures to ensure safety and stability of people's lives. However, up to now, the implementation of remedial measures is still slow, causing people to worry.
Mr. Nong Van Vien, a resident of the landslide area 8+10, Na Duong town, shared: In 2024, facing the dangers lurking from the cracked hill behind the house, my family moved to the cultural house of the area to live for 1 month. After the weather was favorable, although we knew it was still dangerous, the temporary living situation was difficult, my family gradually moved our belongings back home to live. From the beginning of May 2025 until now, there have been many heavy rains in the province, my family has been restless all night. In quieter times, my family can still hear the sound of small pieces of soil rolling down the hill. Since then, my family has been even more worried.
Similarly in Na Duong town, the rains this May also made people in the landslide area of Cau Lam, Loc Binh town worried to the point of losing sleep. Mr. Hoang Van Ton, Cau Lam area, Loc Binh town said: For the past half month, my family and other households in the landslide area have been very happy because the authorities have implemented measures to overcome the landslide to ensure the safety of the people. However, the progress is still slow, the landslide area is being dug and shoveled unfinished, posing a potential danger every time it rains. My family and other households hope every day, every hour that the project will be completed soon so that people can stabilize their lives.
Perhaps not only the above households but most households in the landslide area in Loc Binh district share the same concern as the storm season is coming. However, in addition to 3 parts of worry, people also 7 parts of hope that relevant authorities and sectors will quickly implement remedial measures.
Need to fix quickly
As soon as landslides and the risk of landslides appeared, relevant authorities and people at the three landslide sites in Loc Binh district quickly deployed immediate measures to respond promptly, ensuring the safety of people and property. However, at present, what people are looking forward to most is to stabilize their lives in the long term.
In response to the people's legitimate aspirations, relevant authorities and sectors have taken steps to overcome the situation, such as declaring a state of emergency for landslides; inspecting, evaluating, and developing a remediation plan; issuing an emergency construction order to overcome landslides; allocating resources for implementation... However, the 2025 storm season is coming, but the implementation is still slow.
After receiving instructions and implementing related procedures, the landslide disaster recovery project in Cau Lam area, Loc Binh town was only implemented at the end of April 2025. The remedial construction items include: collecting and excavating landslide soil, building stone gabion embankments to block soil at the foot of the embankment, planting grass to reinforce the embankment's slope, and building a concrete drainage system. The delay in implementation is due to problems with some procedures, site preparation steps related to 17 households, and rainy weather affecting the construction progress...
By the afternoon of May 19, 2025, we were directly present at the landslide remediation construction site in Cau Lam area. According to the actual records at the construction site, the construction unit had dug and scooped up the landslide soil. However, at that time, there was only 1 excavator but no construction workers. According to the investor representative, due to the rainy weather in the past few days, the construction unit had to temporarily stop. Mr. Vi Van Duong, Deputy Director of the Construction Investment Project Management Board of Loc Binh district, said: Initially, the project was expected to be completed in May 2025, but with the current progress and weather, it is expected that the project will be completed by mid-June 2025.
Thus, the progress of the landslide disaster recovery project in Cau Lam area is not only slower than the people's expectations but also slower than the proposed schedule. However, although slow, it is still faster than the progress of the two landslide recovery points in Na Duong town and Tam Gia commune.
According to the reporter's investigation, previously, the implementation of the project to overcome the consequences of storm No. 3 in the district (the project to recover land and resettle 10 households in Zone 8+10, Na Duong town and 11 families in Con Che village, Tam Gia commune located in the landslide area that had to be evacuated) was invested by the Management Board of Investment and Construction Projects of Loc Binh district.
On April 4, 2025, the People's Committee of Loc Binh district issued Decision No. 739/QD-UBND on transferring the investor to carry out projects to overcome the consequences of storm No. 3 in Loc Binh district (Land recovery and resettlement project for 10 families in Area 8+10, Na Duong town and 11 families in Con Che village, Tam Gia commune located in the landslide area that had to be relocated) to the District Land Fund Development Center.
To grasp the progress of project implementation, on the afternoon of May 19, 2025, we worked directly with the leaders of the Office of the People's Council and People's Committee of Loc Binh district. After discussing the work content, with the introduction of the office leaders, we proactively contacted Mr. Hoang Van Hien, Director of the Land Fund Development Center of Loc Binh district to schedule a meeting. However, when talking over the phone, Mr. Hien said "he is currently busy". When the reporter proposed to schedule a meeting at another time, Mr. Hien did not accept and affirmed that he did not make an appointment to work with the reporter. As for the project, it is currently in the design and appraisal stage of the economic -technical report, and site clearance has not yet been implemented.
In 2024, storms and floods caused serious consequences to people and property in the province. Most recently, in mid-May 2025, floods and landslides continued to cause damage to people and property in Bac Kan province. The 2025 storm season is coming, and more than anyone else, people living in the three landslide sites mentioned above in Loc Binh district are looking forward to the quick implementation of embankment or resettlement projects every day and every hour. From there, relevant levels and sectors need to have more synchronous and drastic solutions to speed up the implementation of landslide remediation projects so that people can feel secure and stabilize their lives.
