Granting comprehensive autonomy, creating a foundation for the National University to make a strong breakthrough in the new development period

On July 11, Deputy Prime Minister Le Thanh Long signed and issued Decree No. 201/2025/ND-CP regulating the functions, tasks and powers of the National University, replacing Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government. This is considered a strategic turning point in the journey of developing Vietnam's higher education.

Accordingly, Hanoi National University and Ho Chi Minh City National University are granted full autonomy, creating a foundation for strong breakthroughs in the new development period.

Granting real and strong autonomy to national universities

According to the Decree, the National University is granted a high degree of autonomy in the following areas: training, scientific research, organizational structure, finance, international cooperation and high-quality human resource development. The National University can develop its own training regulations, develop advanced and talented programs, expand international cooperation and effectively mobilize science-technology-innovation resources to carry out the mission of national development.

The National University has the right to directly manage, use and allocate internal resources; autonomy in recruiting lecturers, international experts, and cooperating with businesses. The modern university governance model is designed in the direction of clear decentralization and delegation of authority, coupled with accountability to the Government and the Prime Minister .

The Decree also affirms that the National University is a priority subject for State investment to carry out national strategic tasks and regional development.

The issuance of the Decree with many pioneering and breakthrough contents demonstrates the deep concern of the leaders of the Party, State, Government, Prime Minister, Ministry of Education and Training and other ministries and branches for the national university system. At the same time, the Decree grants the Vietnam National University, Hanoi and the Vietnam National University, Ho Chi Minh City the right to full autonomy, creating a solid foundation for these two units to make a breakthrough in the new development stage.

National University is a strategic hub in the higher education system.

According to the new Decree, the National University is identified by the Government as a strategic hub in the higher education system, responsible for coordinating and ensuring connectivity between member units and affiliated units. A clear decentralization mechanism not only improves operational efficiency but also creates conditions for the National University to promote its pioneering role in higher education and national scientific research.

The National University is entitled to issue its own regulations on working conditions for lecturers and researchers within the legal framework, in order to attract and effectively promote high-quality human resources at home and abroad. The Decree also allows the National University to proactively use human resources to serve teaching, research and university administration activities.

Regarding training, the National University is given autonomy in developing training regulations at all levels of higher education, aiming to improve training quality, develop highly qualified human resources, meet the requirements of socio-economic development, ensure national defense and security; at the same time promote international cooperation and integration, bringing Vietnamese higher education to the regional and world level.

The National University is authorized to proactively develop and implement practical, specialized, special, gifted and talented training programs at all levels, in order to discover and nurture talents in the fields of science and technology. At the same time, domestic training programs can be expanded internationally through cooperation and training links with foreign partners.

In the field of science, technology and innovation, the National University is allowed to propose and implement national-level programs; act as a focal point for research, providing scientific arguments for the development of policies, strategies for socio-economic development, ensuring national defense, security and international integration. The National University is also allowed to organize scientific and technological activities in all fields, contributing to promoting innovation, closely linked to training high-quality human resources and developing the country.

The new Decree not only affirms the legal status and strategic mission of the National University, but also demonstrates the Government's strong commitment to developing higher education towards research, innovation and international integration.

With the attention and close direction of the Party and the State, the support of the Ministry of Education and Training and other ministries and branches, and the strong internal strength of the team of lecturers, scientists and students, Hanoi National University is gradually affirming its pioneering role, aiming to become a national symbol of innovation and quality of higher education.

The issuance of the Decree with many breakthrough innovations on autonomy shows the determination to create a dynamic development environment for National Universities. This is a favorable foundation for Hanoi National University to realize its mission of leading and promoting the development of Vietnamese higher education, contributing to raising the national intellectual status in the region and the world.

The Decree clearly states that the Ministry of Education and Training continues to perform the state management function together with the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the National University is located, within the scope of functions as prescribed by the Government and in accordance with the law.

The National University works directly with ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to resolve related issues. When necessary, the National University reports to the Prime Minister on issues related to its operations and development; provides information and reports to serve the inspection and examination activities of relevant ministries, branches, and provincial People's Committees where the National University, its member units, affiliated units, and units under the National University are headquartered in accordance with the provisions of law.
