According to the Project on arranging commune-level administrative units of Lang Son province in 2025, Hoang Van Thu ward was established on the basis of merging the natural area and population of Hoang Van Thu ward of Lang Son city, Cao Loc town and the communes: Hop Thanh, Tan Lien, Gia Cat of Cao Loc district.
Implementing the direction of the Provincial Party Standing Committee on changing the names of commune-level administrative units in the Project on rearranging commune-level administrative units of Lang Son province in 2025, Van Lang district will rename Tan Thanh commune (based on the original status of Tan My commune, Tan Thanh commune, Hoang Van Thu commune, Nhac Ky commune and Hong Thai commune of Van Lang district) to Hoang Van Thu commune to recognize the birthplace of the typical senior leader of the Party and the Vietnamese revolution. Therefore, Hoang Van Thu ward, Lang Son city; Cao Loc town and the communes: Hop Thanh, Tan Lien, Gia Cat of Cao Loc district will carry out the process of collecting public opinions to rename Hoang Van Thu ward to Ky Lua ward.
The reason for choosing the name Ky Lua ward is because this name does not coincide with the name of another commune-level administrative unit in Lang Son province, to avoid confusion in administrative management. The name Ky Lua is associated with Ky Lua market, Ky Lua street was formed in the 17th century, associated with the name of Governor Than Cong Tai. When he became Governor, Than Cong Tai wanted to develop Lang Son town into an urban area, so he cleared the forest to open a market, establishing Ky Lua market street with 7 streets including Chinh Cai, Tay Cai, Bac Cai, Dong Cai, Nam Cai, Phai Mon, Po Cang. Ky Lua market is a bustling trading center of Lang Son city, a place to exchange and buy and sell agricultural products and local specialties. Ky Lua market still retains its ancient traditional features, in addition to being a place for trading and buying, Ky Lua market is also a place that clearly shows the cultural values of Lang Son.
According to the results of the survey of voters representing households in 5 commune-level administrative units in Lang Son city and Cao Loc district, 8,563/8,813 voters agreed to the plan to change the name from Hoang Van Thu ward to Ky Lua ward, reaching 97.2%. Of which, the percentage of voters representing households in Hoang Van Thu ward agreeing to change the ward name reached 95.89%; Cao Loc town reached 97.31%; Hop Thanh commune reached 99.28%; Tan Lien commune reached 100%; Gia Cat commune reached 96.92%.
After consulting voters, the People's Committees at the commune and district levels complete the dossier, process and procedures to submit to the People's Council at the same level for consideration, issue a resolution approving the adjustment of the name of the commune-level administrative unit and complete the dossier to send to the Provincial People's Committee according to regulations.
Establish Ky Lua ward on the basis of merging the natural area and population of 5 commune-level administrative units including: Hoang Van Thu ward of Lang Son city, Cao Loc town and communes: Hop Thanh, Tan Lien, Gia Cat of Cao Loc district. After the arrangement, Ky Lua ward has a natural area of over 60km2 , a population of over 40 thousand people. The office of the new commune-level administrative unit is located at the current headquarters of the People's Council and People's Committee of Cao Loc district. |
