Lesson 1: Focus on tasks and solutions to promote growth in the first quarter
From the fourth quarter of 2024, the city's leaders will soon identify the goals and drivers of economic growth in 2025, especially drastically and effectively implementing specific mechanisms and policies; programs and plans for economic sector development... to strive to achieve the growth target of over 10%.
Synchronously deploy solutions
At the 18th conference to evaluate the work situation in 2024, discuss the direction and key tasks in 2025 of the City Party Executive Committee held in December 2024, the Standing Committee of the City Party Committee determined that there should be policies and solutions to help the city take advantage of new opportunities to create new momentum, new spirit, promote sustainable socio-economic growth, with the determination to affirm the city's position in the region and the whole country.
Concluding the conference, Party Central Committee member, Secretary of the City Party Committee, Head of the City National Assembly Delegation Nguyen Van Quang directed the Party Committee of the City People's Committee (now the City People's Committee Party Committee) to focus on leading and directing drastic solutions to promote socio-economic development; focusing on tasks and solutions to increase economic growth in the first quarter of 2025 on the basis of the growth momentum of the fourth quarter of 2024.
The City People's Council, the City People's Committee and localities and units focus on working with businesses to listen and resolve difficulties for businesses, especially in the industrial and construction sectors. Measures to promote the development of the city's tourism industry need to be actively implemented, especially focusing resources on promoting, attracting and exploiting new products...
The Resolution of the 18th City Party Committee Conference determined that GRDP in 2025 will strive to achieve a growth rate of over 10%. Regarding implementation solutions, the Resolution clearly stated: Focus on tasks and solutions to create changes and promote growth in the first quarter of 2025 on the basis of growth momentum in the fourth quarter of 2024.
Focus on removing difficulties and obstacles, speeding up the implementation of projects that have been approved and have a great impact on the city's socio-economic development. Urgently complete and put into operation Da Nang Software Park No. 2 (phase 1); promote investment in information technology parks; effectively implement the project on developing semiconductor chips and artificial intelligence in the city; accelerate the formation of the National Center for Innovation and Startup in Da Nang; soon put into operation the Cam Le and Hoa Lien industrial clusters and complete investment procedures for Hoa Ninh industrial park.
Continue to implement and concretize Conclusion No. 79-KL/TW of the Politburo on continuing to implement Resolution No. 43-NQ/TW of the Politburo (12th tenure) on building and developing Da Nang city to 2030, with a vision to 2045; promote the role of the Steering Committee of Resolution No. 136/2024/QH15 of the National Assembly on organizing urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, in directing the full implementation, on schedule and at the time the resolution takes effect; actively coordinate with the Central agencies to implement Conclusion No. 47-TB/TW of the Politburo on building a regional financial center in Da Nang city...
Review the implementation of the medium-term public investment plan for the 2021-2025 period, develop a medium-term public investment plan and a list of key and driving projects for the 2026-2030 period, especially projects to develop free trade zones, financial centers, etc.
The City Party Committee, People's Council and People's Committee are proactive and determined in leading, directing, implementing and concretizing the resolution, issuing directive documents; organizing conferences to disseminate and implement Resolution No. 136/2024/QH15; promoting and working with a number of strategic investors; organizing surveys and selecting locations of functional areas in the Da Nang Free Trade Zone; developing projects and dossiers to establish the Da Nang Free Trade Zone to submit to the Prime Minister; focusing on developing draft resolutions to submit to the City People's Council for promulgation; developing regulations and decisions under the authority of the City People's Committee and the Chairman of the City People's Committee to ensure the legal basis for implementing Resolution No. 136/2024/QH15 from January 1, 2025.
At the thematic conferences of the City People's Committee on evaluating and summarizing the work in 2024, deploying tasks in 2025 and evaluating the state budget revenue and expenditure in 2024 and deploying tasks in 2025, Secretary of the City Party Committee Nguyen Van Quang proposed focusing on changes, creating a strong shift in awareness and raising the sense of responsibility of the entire political system to maximize the potential, advantages, and opportunities of the city's specific development mechanisms and policies issued by the Central Government, the National Assembly, and the Government to strive to successfully implement the goals and tasks in 2024.
Regarding state budget collection, focus on implementing 4 groups of tasks: maintaining and nurturing traditional revenue sources; researching and creating new revenue sources on the basis of increasing investment attraction, removing difficulties and obstacles for businesses and applying specific mechanisms and policies of the city; improving the efficiency of land use rights auctions; effectively implementing the work of handling and preventing state budget losses in the area.
To achieve the growth target, based on the directive documents of the City Party Committee, the People's Council and the City People's Committee issued Decision No. 117/QD-UBND dated January 10, 2025 on the main tasks and solutions to implement the socio-economic development plan, the state budget estimate and the theme for 2025. Accordingly, the Chairman of the City People's Committee deployed and assigned specific tasks to departments, branches and sectors on the socio-economic development plan, national defense - security and the state budget revenue and expenditure estimate for 2025; the 2025 work program of the City People's Committee (with 136 tasks and 63 contents expected to be presented at the regular meetings of the City People's Council in 2025).
On March 20, the City People's Committee held a conference to disseminate and implement the conclusions, resolutions, decrees, and plans of the Central Government and the City on specific mechanisms and policies to remove difficulties and obstacles related to projects and land to unleash resources for the city's socio-economic development.

Quickly resolve difficulties and support businesses
Right from the beginning of 2025, the city leaders worked with businesses that contributed to the city's large budget revenue: FPT Software Central Co., Ltd., ODK Mikazuki Vietnam Co., Ltd., Heineken Vietnam Brewery - Da Nang Co., Ltd., BRG Group Joint Stock Company Branch in Da Nang, Vinpearl Joint Stock Company Branch in Da Nang (belonging to Vingroup Corporation)... to listen to suggestions and recommendations and promptly remove difficulties for businesses.
City leaders immediately set about resolving outstanding difficulties and problems, providing maximum support to businesses and people in administrative procedures, especially focusing on implementing resolutions passed by the City People's Council.
On January 16, the city held two important events: the opening of Da Nang Software Park No. 2 on Nhu Nguyet Street (Thuan Phuoc Ward, Hai Chau District) and the conference on Developing an international financial center in Vietnam. The operation of Da Nang Software Park No. 2 is an effort of the city government in coordination with ministries, departments and branches to advise the Government and the Prime Minister to issue Decree No. 09/2024/ND-CP dated February 1, 2024 amending and supplementing a number of articles of Decree No. 144/2016/ND-CP stipulating a number of specific mechanisms on investment, finance, budget and decentralization of management for Da Nang city and Decision No. 1238/QD-TTg dated October 22, 2024 expanding the Concentrated Information Technology Park, Da Nang Software Park No. 2. These are important legal bases recognizing Da Nang Software Park No. 2 as an information infrastructure invested and managed by the state.
The successful organization of the workshop "Developing an international financial center in Vietnam" helped the city listen to experts' comments and suggestions to promote strengths and combine resources to build a financial center. Immediately after that, at the end of February and the beginning of March 2025, the city's working delegation led by Secretary of the City Party Committee Nguyen Van Quang visited and worked with partners in the fields of finance, science and technology in Singapore and the United Arab Emirates (UAE). During 7 days with 35 meetings, the city promoted investment in many key economic sectors, exchanging experiences in building new models that Da Nang is striving to implement.
Mr. Andy Khoo, CEO of Terne Holdings Group, assessed that Da Nang is located near important trade routes within the framework of the Regional Comprehensive Economic Partnership (RCEP) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), along with major ports such as Tien Sa and Lien Chieu, making Da Nang a natural hub for trade finance.
On the other hand, the Da Nang International Financial Center can meet the trade finance needs of small and medium enterprises by providing new trade finance solutions. Strategically located on a land area of nearly 20 hectares, the Da Nang Financial Center will position Da Nang as an important financial gateway, attracting global investors and strengthening the city's role in Vietnam's rapidly growing financial industry. Mr. Andy Khoo expects Da Nang to become the next major financial center of ASEAN in the near future.
