On the morning of October 19, the 19th Provincial Party Executive Committee of Ha Tinh held its 35th conference to assess the socio-economic situation, national defense and security in the first 9 months of 2023 and give opinions on a number of contents under its authority.

Positive socio -economic growth

In the first 9 months of 2023, despite many difficulties and challenges, the socio-economic situation has achieved positive results, continuing the trend of each month being better than the previous month, each quarter being higher than the previous quarter.

Economic growth in the first 9 months is estimated at 7.68%, of which: industry - construction increased by nearly 11%, agriculture increased by 2.6%, services increased by 6.5%. Industrial production has initially recovered. Attracting investment and implementing key industrial projects have many positive signals. Agricultural production has a good harvest in all aspects. The province has held a mid-term review conference of the pilot project to build the province to meet the new rural standards; appraising and recognizing 2 communes meeting the new rural standards, 8 advanced new rural communes, and 5 model new rural communes. Trade and service activities continue to maintain growth.

Vice Chairman of the Provincial People's Committee Tran Bao Ha reported on the assessment of the socio-economic situation in the first 9 months of 2023; tasks and solutions for the last months of the year.

Budget revenue in the area reached 12,906 billion VND, reaching 68% of the estimate, equal to 90% over the same period. Total social investment capital reached 36,400 billion VND, reaching 81% of the plan, up 33% over the same period. Disbursement of public investment reached 5,564 billion VND, equal to 52% of the plan. In 9 months, nearly 1,600 billion VND was disbursed to implement 36 projects, mechanisms and policies, equal to 63% of the estimate. Total mobilized credit capital reached 93,725 billion VND, up 13.71% over the same period and up 11.22% compared to the end of 2022. Investment policies were approved for 12 domestic projects and 1 foreign project with a total amount of nearly 3,000 billion VND.

Focus on implementing the Provincial Planning, completing the implementation plan to collect comments from central ministries and branches. The work of compensation, site clearance and resettlement of the North-South Expressway project through Ha Tinh has been focused on. Up to now, the province has handed over more than 98% of the project site; paid compensation for site clearance of nearly 2,200 billion VND, reaching 75%; accelerated the construction progress of 30 resettlement areas, of which 8 have been completed.

Many achievements have been made in the cultural and social fields. Sports continue to reap many high achievements. Education and training have achieved outstanding results. Medical work and public health care have been given attention. Labor, employment, meritorious people and social security policies have been implemented synchronously.

Internal affairs, administrative reform; judicial work, inspection, anti-corruption, negativity, waste... continue to receive attention. National defense and security are strengthened; successfully completing the defense zone drills of the province and districts of Cam Xuyen, Loc Ha, Vu Quang, Ha Tinh city, and commune-level combat drills in the defense zone. Foreign affairs continue to be implemented synchronously, economic diplomacy activities are focused.

The conference also heard a report asking for opinions on supplementing the medium-term public investment plan for local budget capital for the 2021-2025 period.

Chairman of the Provincial People's Committee Vo Trong Hai further analyzed some outstanding socio-economic results in the first 9 months of 2023 and emphasized key tasks in the last 3 months of the year.

At the conference, delegates focused on analyzing the achieved results; at the same time frankly acknowledged the limitations and difficulties in implementing tasks in the first 9 months of the year.

Delegates also gave their opinions on the contents requested at the conference; and at the same time, proposed solutions to implement the targets for the last 3 months of the year. Accordingly, focusing on the main tasks and targets in the fourth quarter; completing the plan to implement the Provincial Planning to submit to the Prime Minister for approval; actively implementing the contents signed at the conference to announce the Provincial Planning and promote investment; speeding up the progress of major industrial projects; focusing on implementing the Ha Tinh Cultural Development Project; firmly ensuring national defense and security, social order and safety...

The Provincial People's Committee needs to implement the determination of land prices for a number of projects that have built infrastructure, so as not to affect the production and business processes of investors. Strengthen the advisory role of departments, branches and sectors in the implementation of tasks; pay attention to implementing organic agriculture and circular agriculture; have solutions to train resources for young and female cadres...
