On the morning of October 22, Deputy Prime Minister Tran Hong Ha chaired an online conference between the Government and localities on response to storm No. 12.

Typhoon No. 12 caused heavy rain over a wide area.

According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on October 22, the center of storm No. 12 was about 280 km east-northeast of Da Nang City, with a level 10 intensity, gusting to level 12; moving at a speed of about 10 km/h.

It is expected that by the morning of October 23, storm No. 12 will gradually weaken into a tropical depression and move from Hue City to Quang Ngai, with a level 7 intensity, gusting to level 9, moving in a West-Southwest direction, at 10-15km/h. By 7:00 p.m. on October 23, the storm will weaken into a low pressure area in the Southern Laos area, with an intensity below level 6.

Regarding rainfall, from October 16-21, the area from Hue City to Quang Ngai had very heavy rain from 250-450mm. Some stations had heavier rain such as: Bach Ma Peak (Hue City) 1,182mm, Phu Loc (Hue City) 950mm, Da Nang City 664mm, Huong Tra (Quang Ngai) 669mm, Ba Dien (Quang Ngai) 500mm.

Following the directives from the Prime Minister and the Ministry of Agriculture and Environment, units and localities have proactively implemented measures to respond to the storm. At the meeting, leaders of ministries, sectors, and localities also reported on the work of directing and responding to Typhoon No. 12 and measures to minimize damage caused by the storm.

The Border Guard Command - Provincial Military Command regularly informs boat owners, calling for safe shelter. Currently, all boats and workers have safely come ashore to avoid the storm (3,980 vehicles/10,990 workers).

The province directed units and localities to gather information on agricultural production and aquaculture activities, and to take measures to minimize damage caused by Typhoon No. 12. They deployed rapid response forces and other local forces to inspect and review residential areas along rivers and streams, low-lying areas at risk of flooding, flash floods, and landslides, in order to proactively clear blocked waterways.

Localities and reservoir management units proactively deploy safety measures to ensure project safety; calculate and balance water levels at reservoirs to have plans to regulate early flood discharge to ensure safety for projects and downstream areas.

Proactive prevention and response at the highest level

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasized that Typhoon No. 12 is a complex storm with a high risk of prolonged heavy rainfall over a wide area, causing major floods, deep flooding, flash floods, and landslides in many localities. Therefore, he urged ministries, sectors, and localities to absolutely not be complacent; to focus on responding according to the Prime Minister's directives with urgency, decisiveness, and proactive prevention and response at the highest level, anticipating the worst-case scenarios.

In particular, it is necessary to organize a count and notify owners of vehicles and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm so that they can proactively avoid, escape, not move into dangerous areas or return to safe shelters.

"The Ministry of Agriculture and Environment and local authorities must urgently identify vulnerable areas and places susceptible to tidal surges in order to accurately assess the risks and implement timely and effective response measures to Typhoon No. 12, ensuring maximum safety for people and property," Deputy Prime Minister Tran Hong Ha requested.

In addition, it is necessary to focus on reviewing areas at risk of flash floods, landslides, and deep flooding, especially households and residential areas located in hilly areas, slopes, along rivers and streams, and on road embankments that show signs of landslides, in order to proactively evacuate people to safe places; and to have plans to provide food and essential supplies to people in evacuation areas.

Be prepared with plans to organize forces for guarding, controlling, supporting, and guiding traffic to ensure safety for people and vehicles, especially at underpasses, overflows, areas with deep flooding, areas with strong currents, and areas where landslides have occurred or are at risk of occurring; resolutely prohibit people and vehicles from passing through if safety cannot be guaranteed; deploy forces, materials, and equipment to address incidents and ensure smooth traffic flow on main transportation routes when landslides occur…
