Policy loan customers affected by storm No. 12 get interest rate reduction

The Government requested to reduce policy loan interest rates by 2%/year for customers affected by storm No. 12 from October 1 to December 31, 2025 in 22 provinces in the North and Central regions.

Deputy Prime Minister Ho Duc Phoc has signed and issued Decision No. 2654/QD-TTg on reducing lending interest rates for customers borrowing from the Vietnam Bank for Social Policies affected by storm No. 12.

The subjects of the loan interest rate reduction are customers borrowing capital from policy credit programs at the Social Policy Bank with interest rates regulated by the Prime Minister (including both organizations and individuals) in 22 localities in the Northern and North Central regions from Quang Ngai and above.

Regarding the reduction in lending interest rates and the application period, the Decision clearly states that the lending interest rate will be reduced by 2%/year; applied to loans with outstanding debt at the Vietnam Bank for Social Policies from October 1, 2025 to December 31, 2025. The implementation period for the reduction in lending interest rates is from October 1, 2025 to December 31, 2025.

The Vietnam Bank for Social Policies shall strengthen measures to balance operating costs to reduce lending interest rates within the scope of the capital plan to compensate for interest rate differences and management fees assigned in 2025; take full responsibility before the Government and the Prime Minister for the accuracy of reported data and information, organize implementation to ensure operational safety and credit quality of the bank. This Decision takes effect from the date of signing December 4, 2025.

Previously, the State Bank also issued a document requesting credit institutions to continue to deploy and implement solutions to support and remove difficulties according to the direction of the State Bank in Official Dispatch No. 9651/NHNN-TD dated November 4, 2025 for customers in the Central region affected by storms No. 12 and 13 and floods in October and November 2025 (adding additional provinces and cities including: Khanh Hoa, Gia Lai, Dak Lak, Lam Dong).

Credit institutions proactively review the situation of loan losses of customers to promptly report to the State Bank branches in the area to advise the People's Committees of provinces and cities to direct relevant organizations and individuals in the area to complete documents, procedures and debt cancellation procedures (if any) according to current regulations./.
