Deputy Prime Minister Mai Van Chinh signed Decision No. 2655/QD-TTg dated December 4, 2025 approving the task of developing a plan to preserve, restore and renovate the special national historical relic of Cua Ong Temple, Quang Ninh province.
Specifically, the Decision approving the scope of planning research includes the entire administrative area of Cua Ong ward and Cap Tien island (in Van Don special zone), Quang Ninh province; with a total area of 52.52 hectares, including 2 areas: Cua Ong Temple relic site, with an area of 19.56 hectares and Cap Tien Temple relic site with an area of 32.96 hectares.
The planned relic area is a special national relic area; a center of cultural and religious activities, a place to hold traditional festivals and a valuable local tourist destination. The planning period is until 2035, with a vision to 2045.
Promote and effectively exploit the value of relics, forming attractive cultural tourism destinations.
The objective of the Relic Planning is to preserve the original elements of the special national relic of Cua Ong Temple; the outstanding values of history, landscape, tangible and intangible culture, meeting the needs of people and tourists to visit, learn about history, culture, history, and beliefs, while educating the tradition of patriotism and national pride for future generations.
Promote and effectively exploit the value of relics, form attractive cultural tourism destinations, connect with other local relics and tourist attractions to create a rich chain of tourism products; contribute to generating income for local people, forming sustainable financial resources to carry out the tasks of preserving, repairing, restoring and conserving relics.
Orientation of landscape architectural space organization and technical infrastructure system arrangement suitable for the stages of conservation and promotion of relic values; ensuring harmonious and synchronous connection with the surrounding landscape and environment, consistent with development orientation in other related plans.
At the same time, it serves as a legal basis for developing regulations on management, protection, and control of architectural landscape planning space in the relic area and adjacent areas; establishing, appraising, approving, and implementing component projects on preservation, restoration, rehabilitation, and promotion of relic values according to approved planning; attracting and encouraging economic sectors to invest in sustainable development in the area.

Research subjects of relic planning
The Decision stipulates the subjects of research for planning relics, specifically:
The special national historical site of Cua Ong Temple includes relics associated with the vestiges of merits and royal decrees through the ages about the border defense achievements of Hung Nhuong Dai Vuong Tran Quoc Tang and Tran Dynasty generals; landscapes and environment surrounding the relic sites...
Historical, cultural, environmental, cultural, architectural and artistic values of the relic; intangible cultural values: festivals, religious culture, customs and practices, etc. associated with the relic and the area surrounding the relic.
The location, role, and relationship of the special national historical relic Cua Ong Temple with neighboring relic sites, other valuable works and locations in the area serve as the basis for developing tourism products and services and building tourist routes.
Socio-economic, population and environmental factors related to relics; management, protection, investment in preservation, restoration, rehabilitation and promotion of relic values; construction activities and technical infrastructure associated with promoting relic values; relevant institutions and policies, plans, schemes and projects.
Analyze and forecast environmental impacts; propose optimal solutions for the planning area.
The content of the planning task requires research, survey, and assessment of the current status of the relic; research and assessment of socio-economic factors and natural environment related to the planning content; identification of characteristics, original elements constituting the relic, typical values of the relic as a basis for conservation and promotion of the value of the relic; viewpoints on conservation and promotion of the value of the relic, tourism development associated with natural disaster prevention, environmental protection, and local socio-economic development; determination of long-term and short-term goals of the planning; boundaries related to the planning area; proposal of content on orientation for preservation, restoration, rehabilitation and promotion of the value of the relic; organization of architectural space, landscape, construction of new works; orientation for promoting value associated with sustainable tourism development.
At the same time, upgrade the technical infrastructure system, especially the traffic system connecting to the relic. Propose solutions to organize internal traffic of the relic site to facilitate sightseeing activities.
Technical preparation, water supply, electricity supply, communication, fire prevention and fighting, wastewater drainage, reasonable solid waste collection and treatment, convenient connection with surrounding areas. Orientation for developing communication system to serve functional areas of the relic.
In addition, analyze and forecast impacts on the environment of relics; propose a system of environmental protection criteria to propose optimal spatial planning, architectural and technical infrastructure solutions for the planning area; specific solutions to minimize and overcome environmental impacts when implementing the planning; establish plans for environmental, technical, management and environmental monitoring.
The Decision assigns the People's Committee of Quang Ninh province to be responsible for allocating capital sources, approving the cost estimates for planning and other costs related to planning work; assigning investment agencies; selecting consulting units for planning in accordance with the provisions of law; and being responsible for ensuring strict and full implementation of regulations on collecting opinions from the community, experts, scientists and relevant agencies, organizations and individuals in the locality during the planning process.
The Ministry of Culture, Sports and Tourism is fully responsible for the data and results of the appraisal of the planning task dossier; presides over the organization of planning appraisal and submits it to the Prime Minister for approval in accordance with the provisions of the law on heritage and other relevant laws; supervises and inspects the planning progress, ensuring the correct objectives, correct content, and correct plan according to the approved planning task.
Relevant ministries, branches and agencies, according to their assigned functions, tasks and current regulations, are responsible for coordinating with the People's Committee of Quang Ninh province in the process of surveying, researching, organizing planning, ensuring quality, progress, efficiency, and preventing waste; coordinating with the Ministry of Culture, Sports and Tourism to appraise and submit to the Prime Minister for approval of the planning in accordance with the provisions of law./.
