Prime Minister Pham Minh Chinh has just signed and issued Decision No. 2655/QD-TTg dated December 4, 2025 approving the Task of developing a Plan for the preservation, restoration and rehabilitation of the special national historical relic Cua Ong Temple, Quang Ninh province.

This decision lays an important legal foundation for implementing a large-scale project to preserve and promote the value of the relic, affirming the position of the relic associated with the border defense merits of Hung Nhuong Dai Vuong Tran Quoc Tang and the generals of the Tran Dynasty.
Conservation scale
The planning area is 52.52 hectares, distributed in two component areas. The first area is the Cua Ong Temple relic site with a scale of 19.56 hectares, including an expanded area to arrange a water wharf combined with a tourist boat wharf. The second area is the Cap Tien Temple relic site on Cap Tien Island with a scale of 32.96 hectares, expected to be expanded to build a tourist boat wharf and landscape.
The planning objective is to preserve the original elements of the relic, at the same time promote and effectively exploit its value, turning Cua Ong Temple into an attractive cultural tourism destination, connecting with other relics to create a rich chain of tourism products. At the same time, orient the organization of landscape architecture space and technical infrastructure system in accordance with the general development orientation of the province.
The planning will focus on researching and assessing the detailed status of works and intangible cultural heritages such as Cua Ong Temple Festival, identifying typical values of history, culture, architectural art and landscape environment.

Identify solutions for overall regional development, focusing on strict control of height, construction density and architectural form bearing the architectural identity of the Tran Dynasty.
Special mechanism
The planning period shall not exceed 24 months from the date the task is approved. The planning shall be implemented in the period up to 2035, with a vision to 2045. The main source of capital shall come from donations, sponsorships for the purpose of renovating and embellishing relics and other legally mobilized capital sources.
To ensure feasibility, the plan proposes solutions on planning management, inter-sectoral coordination mechanisms, and especially mechanisms and policies for site clearance, support for people to relocate, and livelihood restoration for affected households.
Component projects are divided into investment phases and prioritized according to each group, from site clearance, conservation, restoration of relics to infrastructure construction and sustainable tourism development.
The agency responsible for organizing the planning is the People's Committee of Quang Ninh province. The Ministry of Culture, Sports and Tourism is responsible for organizing the appraisal and submitting the planning to the Prime Minister for approval, while monitoring and checking the progress.
This decision is not only an administrative document but also an affirmation of the Government's commitment to the preservation of special national heritage.
With a methodical plan and flexible resource mobilization mechanism, the planning of Cua Ong Temple is expected to create a breakthrough in cultural tourism for Quang Ninh, turning this place into a center of cultural and religious activities and a valuable tourist destination, contributing to creating sustainable revenue for the locality.
