Accordingly, the Propaganda and Mass Mobilization Committee of the City Party Committee requested the Department of Culture and Sports to pay attention to directing a number of contents related to state management in the fields of cultural heritage and advertising to ensure the space, landscape and safety of the relic - Pasteur Institute of Ho Chi Minh City.
In addition, verify the information reported by Tuoi Tre newspaper about the situation of many large-scale commercial billboards, advertising pillars and spontaneous garbage collection points encroaching on the space, landscape and causing insecurity for the city-level architectural and artistic relic - Pasteur Institute of Ho Chi Minh City; review the entire current status of the space of the Pasteur Institute of Ho Chi Minh City relic.
At the same time, coordinate with relevant departments to inspect the system of billboards, advertising pillars, and environmental sanitation within the relic area and Pasteur, Tran Quoc Toan, Nam Ky Khoi Nghia, and Vo Thi Sau streets. Propose to handle violations (if any) according to authority.
Synthesize inspection results, handling plans and recommendations, report to the City People's Committee for consideration and direction, and at the same time inform the City Party Committee's Propaganda and Mass Mobilization Department to grasp the situation.
Previously, on December 1, Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy requested the Department of Culture and Sports to urgently inspect and report the results. The Department invited departments, branches, localities, and units that own the locations where the advertising poles will be installed to meet to find a solution.
Previously, the Pasteur Institute of Ho Chi Minh City also sent a dispatch to the Ho Chi Minh City Police reporting that at the intersection of Nam Ky Khoi Nghia - Vo Thi Sau, a group of workers from an advertising company were constructing a new foundation pit to install an advertising board on the sidewalk, close to the institute's fence.
According to the institute, the location of this construction pit occupies the entire sidewalk for pedestrians and shoppers. At the same time, this pit dug into water pipes and underground electrical and optical cable systems under the sidewalk, disregarding the danger and regulations on electrical and telecommunications protection corridors to prepare for pouring concrete.
Some of the previously built advertising poles around the institute also have foundation pits placed on the electrical cable system, telecommunication cable and disabled access.
"This construction work causes insecurity for the city's technical infrastructure system, poses a direct risk of fire and explosion, and is dangerous for central and local agencies, organizations, and people in the relevant areas," the Pasteur Institute of Ho Chi Minh City concluded, and respectfully requested the City Police to take timely preventive measures and conduct a comprehensive inspection of similar billboards.
