The location of the intersection of Vo Thi Sau - Nam Ky Khoi Nghia was also approved in principle for another company to install LED screens at 18 clusters/locations, serving political propaganda and combined with paying benefits to sponsors.
For the corner of Tran Quoc Toan - Nam Ky Khoi Nghia Street, the People's Committee of District 3 previously allowed a company to install a propaganda billboard combined with commercial advertising, and at the same time granted a construction permit to dig the sidewalk to renovate, repair and reinforce this billboard.

Accordingly, the advertising companies committed to unconditionally dismantle and will report to the Department of Culture and Sports, Xuan Hoa ward as soon as possible.

The Department of Culture and Sports determined that the location of the signpost is outside the Pasteur Institute campus, more than 3 meters from the fence and facing the corner of Pasteur - Vo Thi Sau Street. Currently, there is no basis to determine that the signpost affects the relic, so the department proposed that the City People's Committee consider allowing the unit to continue maintaining it.

According to the Department of Culture and Sports, the Pasteur Institute of Ho Chi Minh City is a French architectural style building consisting of U-shaped buildings, red tiles, arched doors, and typical early 20th century architecture, with a total area of about 8,590 square meters. The Institute was officially ranked as a city-level architectural and artistic relic in 2015.
According to Article 9 of the Law on Heritage, there are provisions on prohibited acts of "damaging, destroying or causing the risk of destroying cultural heritage and cultural landscape of relics" (under Clause 2); "Encroaching on and destroying land with historical - cultural relics and scenic spots" (under Clause 8).
Therefore, placing large billboards on the sidewalks and street corners around the Pasteur Institute will affect the cultural landscape of this relic.
