On November 13, information from the Ministry of Construction , the Ministry has just issued Decision No. 2002/QD-BXD on declaring a natural disaster emergency to handle damage to traffic infrastructure on the Truong Son Dong route through Da Nang City and Quang Ngai Province. This is the area directly affected by storm No. 12 and the heavy rain that lasted from October 26 to November 3.

According to the Ministry of Construction, the Truong Son Dong route under the management of Road Management Area III has many damaged spots after the natural disaster. The affected locations include Km19+600 (T), Km22+137 (culvert), Km22+800 (T), Km23+600 (T), Km80+530 (P), Km112+350 (T), Km126+350 (T), Km177+643 (T) and Km180+100 (P). This situation directly threatens the safety of lives and vehicles traveling through the route, according to reports from the Vietnam Road Administration and Road Management Area III sent from November 1 to 10.
Faced with complicated developments and safety risks, the Ministry of Construction requested the Vietnam Road Administration to review the entire current situation, determine the specific extent of damage and issue an Emergency Construction Order to promptly overcome the consequences of natural disasters. These activities are carried out in accordance with the provisions of Chapter IV of Circular No. 40/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport (now the Ministry of Construction) on prevention, control and overcoming of natural disasters in the road sector.
The Vietnam Road Administration and Road Management Area III are assigned to immediately implement remedial measures according to their functions and tasks. In particular, the units must assess in detail the extent of damage at each location, propose appropriate technical solutions and organize emergency construction according to their authority. After completing the construction, the Vietnam Road Administration must report to the Ministry of Construction for consideration and announcement of the end of the emergency situation.

The Ministry of Construction also requested the Director of the Vietnam Road Administration and the Director of Road Management Area III to be responsible for the accuracy of damage reports at all damaged locations on the route. Information related to the level of impact, safety risks and proposed solutions must be fully compiled to serve as a basis for implementing repair plans.
The Department of Transport and Traffic Safety (Ministry of Construction) was assigned to urge and direct the implementation of tasks, ensuring the progress of repairs to soon restore safe and smooth traffic on the Truong Son Dong route.
It is known that the Truong Son Dong route is an important traffic axis connecting the Central provinces and the Central Highlands region, so promptly handling damaged points is an urgent requirement to ensure traffic safety and stabilize the lives and production of people in affected areas.
