Deploying the emulation movements "The whole country competes in innovation and digital transformation" and "Digital literacy for all"

On August 12, the Ministry of Culture, Sports and Tourism (MCST) issued Plan No. 4030/KH-BVHTTDL to deploy the emulation movement "The whole country competes in innovation and digital transformation" and "Digital education for all". This is an important launch to promote the entire culture, sports and tourism sector to innovate and effectively transform digitally, contributing to realizing the Party's policies, national science and technology development goals, improving management capacity and serving society.

According to the plan, the emulation movement will be implemented in 2 phases, from 2025 to 2030, including 5 practical contents: (1) Raising awareness, making breakthroughs in innovation of thinking, digital transformation, developing science and technology, innovation, innovation in leadership, management methods and operating and management models. Linking propaganda with strategic tasks and action programs. (2) Upgrading and perfecting infrastructure. (3) Promoting digital transformation, applying science, technology, innovation in the operations of agencies and units; strengthening state management in the digital environment. (4) Accelerating the digital transformation process in the fields of culture, sports and tourism. (5) Improving the quality of human resources, making use of high-quality human resources and talents to meet development requirements. Continue to widely deploy the Prime Minister's "Digital Literacy for All" Movement and the Ministry's "Digital Learning" Movement.

To effectively implement the emulation movement, the Ministry of Culture, Sports and Tourism has identified a number of key solutions. First of all, strengthen the leadership and direction of Party committees and leaders, ensuring the organization of a synchronous and extensive movement. Proactively review and perfect legal regulations on the digital environment in accordance with the characteristics of the industry. Plans and projects on science and technology development and digital transformation are implemented vigorously, closely linked to the content of the emulation movement. Communication work is promoted on mass media and grassroots information systems. Build digital cultural experience programs, introduce effective models and initiatives for replication; strengthen international cooperation. Organize preliminary and final summaries, promptly commend and reward collectives and individuals with outstanding achievements and valuable initiatives in the movement.

The implementation of the Emulation Movement aims to promote the tradition of patriotic emulation, strengthen the comprehensive leadership of the Party, the strength of the entire political system, raise awareness, sense of responsibility, create unity and consensus on the development of science, technology, innovation and digital transformation. At the same time, improve knowledge of science, technology, innovation, digital skills, digital technology, contribute to modernizing the working process, improve the efficiency of professional work and the quality of public service provision for organizations, individuals and businesses. Thereby, strongly arousing the desire for development, promoting the initiative and creativity of each individual and unit, contributing to improving the effectiveness of state management in the fields of culture, sports and tourism nationwide.
