Accordingly, the purpose of the plan is to organize dissemination, dissemination and assignment of specific tasks to departments, branches, sectors and localities according to the motto "clear people, clear work, clear responsibilities". At the same time, improve the effectiveness of state management of fire prevention and fighting and search and rescue, contribute to controlling the situation of fires, accidents, incidents, minimizing damage to people and property, serving the socio-economic development of the province. The implementation is required to be carried out seriously, promoting the responsibility of leaders of agencies and units, along with regular inspection and supervision to resolve arising difficulties. The main contents of the plan are: Compiling specialized training documents (to be completed before June 1, 2025), organizing conferences to disseminate the law (before July 1, 2025), widely propagating on information channels such as: Provincial Electronic Information Portal, newspapers, grassroots radio and organizing training for cadres, civil servants and armed forces. The provincial police are assigned to preside over and coordinate with relevant units to carry out these tasks.

The Provincial People's Committee also assigned the Department of Finance to arrange funding, the Provincial Police to monitor, inspect and summarize the results and report to the Ministry of Public Security. Agencies, units and localities must develop detailed plans, send them to the Provincial Police before April 12, 2025 and maintain regular reporting.
