Implementing the national target program in 2024

According to the Steering Committee's report, the total capital plan for national target programs allocated in 2023 was VND 2,193.872 billion, of which VND 2,177.311 billion (99.2% of the allocated capital plan) has been allocated in detail. The disbursement rate reached VND 1,519.477 billion (69.78% of the allocated capital plan). In 2024, the province has completed the detailed allocation of VND 2,005.982 billion (95.2% of the plan), including: Development investment capital of VND 1,229.659 billion (92.43%); and recurrent expenditure capital of VND 776.323 billion, which has been 100% allocated. The total capital disbursed in the first three months of the year was VND 78.485 billion, reaching 3.91% of the plan (investment capital reached 6.3% and operating capital reached 0.08%).

The implementation of national target programs has contributed to the improvement of socio -economic infrastructure in rural and mountainous areas of Dien Bien province. However, the implementation process still faces many limitations and obstacles, such as: a large number of regulations and guidelines related to implementation, with some inconsistent content; investment in infrastructure construction projects involving many fields and requiring numerous procedures, thus taking a long time; and difficulties and obstacles in implementing policies to support production development, diversify livelihoods, and replicate poverty reduction models at the commune level.

The Chairman of the People's Committee of Dien Bien District proposed contents regarding production support projects under national target programs.

Representatives from districts, towns, and cities requested that the Provincial People's Committee promptly issue economic and technical norms for production support activities funded by national target programs; cinnamon cultivation within planned production and protection forest areas; and support for communes in building smart new rural areas. Regarding existing difficulties, the district-level People's Committees requested that the Provincial People's Committee hold meetings to discuss and resolve these issues definitively, providing a basis for district implementation.

In 2024, the Steering Committee outlined eight key areas and tasks for implementing national target programs, including: focusing on directing and guiding localities; diversifying resources (central government funds, local funds, and funds from corporations and general companies); integrating targeted support projects in the area; strengthening public-private partnerships and social mobilization to attract investment capital; promoting communication to raise awareness among all levels, sectors, and segments of the population, including the poor; continuing to promote decentralization of project ownership to the commune level, increasing people's participation in the development and implementation of programs, along with guidance, inspection, supervision, and monitoring; and focusing on enhancing the responsibility of project owners at the district level.

Leaders of the Department of Labor, War Invalids and Social Affairs explained some of the proposals from the People's Committees of districts, towns, and cities.

Departments and agencies assigned to lead the implementation of national target programs are responsible for coordinating closely with district-level People's Committees and relevant units during the implementation process; promptly advising the Provincial People's Committee to consider and resolve difficulties and obstacles to ensure effective implementation, completion on schedule, and achievement of assigned plan targets.

Determined to achieve the goals and tasks in implementing the National Target Programs in 2024, Vice Chairman of the Provincial People's Committee Lo Van Tien requested that departments, agencies, and localities strengthen inspection and supervision of implementation. Functional agencies should promptly advise the Provincial People's Committee on concretizing Resolution No. 111/2024/QH15 and document No. 796/UBND-KTN on the implementation of the National Assembly's Resolution on special mechanisms for implementing National Target Programs. The Department of Agriculture and Rural Development should review and advise the Provincial People's Committee on issuing economic and technical norms for production support projects based on compliance with legal regulations.
