In 2023, the Provincial Innovation Index (PII) will be officially deployed and evaluated nationwide by the Ministry of Science and Technology in coordination with the World Intellectual Property Organization and relevant agencies. Subsequently, the 2024 PII Index Framework will also be approved by the Ministry of Science and Technology in Decision No. 1705/QD-BKHCN dated July 24, 2024, including 52 component indicators, divided into 07 pillars. This is a very important basis to help policy makers and leaders at all levels have a scientific and practical basis to identify and select appropriate orientations and solutions for the province's socio-economic development based on science, technology and innovation. However, the Ministry of Science and Technology also noted that direct comparison of PII Index results between localities is only relative and is not the main purpose of this index set, because each locality has different conditions, characteristics and different development orientations.
PROSPECTS TO IMPROVE THE PII INDEX OF CA MAU PROVINCE
Pursuant to Official Dispatch No. 2761/BKHCN-HVKHCN dated July 25, 2024 of the Minister of Science and Technology on coordinating the implementation of the local Innovation Index; the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 7168/UBND-KGVX dated August 29, 2024 on providing data and supporting documents for the assessment of the PII Index of Ca Mau province in 2024, the Department of Science and Technology has coordinated with relevant agencies and units to synthesize and report data and supporting documents on the province's PII Index to the Ministry of Science and Technology as prescribed (Report No. 256/BC-SKHCN dated August 30, 2024).
Statistics show that some outstanding results in 2024 are related to the province's PII Index compared to 2023 such as: The Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee issued many policies to promote and apply science, technology and innovation to serve the local socio -economic development; the number of enterprises that have been granted certificates of science and technology enterprises; the total budget for implementing science and technology tasks jointly implemented by science and technology organizations and enterprises in the locality; the number of students participating in national science and technology research competitions; the number of enterprises and innovative startup projects participating in local creative startup competitions and support programs; industrial parks (including export processing zones, supporting industrial parks, specialized industrial parks, ecological industrial parks, high-tech industrial parks); the number of OCOP products granted 4-star certificates.
In 2024, the Department of Science and Technology will preside over and coordinate with departments, branches and localities to implement synchronous solutions to improve and enhance the province's PII Index and achieve the following typical results:
- Advise the Chairman of the Provincial People's Committee to issue the Plan to improve and enhance the PII Index of Ca Mau province in 2024 (Plan No. 174/KH-UBND dated August 5, 2024) and issue the Decision to establish an Advisory Group to score and improve the PII Index of Ca Mau province (Decision No. 2007/QD-UBND dated October 14, 2024). In the above Plan and Decision, the Chairman of the Provincial People's Committee has directed and directly assigned each agency and unit to take charge of improving each specific index in the PII Index of the province in 2024 and the following years.
- The Department of Science and Technology, as the Head of the Advisory Team for Scoring and Improving the PII Index of Ca Mau Province according to Decision No. 2007/QD-UBND dated October 14, 2024 of the Chairman of the Provincial People's Committee, issued a Decision to establish a Unit to assist the Advisory Team for Scoring and Improving the PII Index of Ca Mau Province and assigned Specific tasks of each member of the Advisory Team to score and improve the PII Index of Ca Mau province to monitor the implementation status, prepare verification documents for the criteria and component criteria of the PII Index assigned to the agency or unit and have specific solutions to improve and enhance the province's PII Index.
- On October 16, 2024, the Department of Science and Technology chaired and coordinated with the Academy of Science, Technology and Innovation - Ministry of Science and Technology to organize the Conference "Improving and enhancing the Innovation Index (PII) of Ca Mau province" with 60 delegates attending from departments, branches, sectors, unions of the province, People's Committees of districts, Ca Mau city, Economic - Infrastructure Department of districts, Economic Department of Ca Mau city, departments and units under the Department of Science and Technology. The conference introduced to delegates an overview of the PII Index; the process of collecting, checking, calculation methods, data processing, publishing PII Index results; disseminating the PII Index framework; analyzing the results of the PII Index of Ca Mau province in 2023 and reporting collected data, supporting documents for calculating and evaluating the PII Index of the province in 2024; positioning the PII Index in promoting innovation in Ca Mau province to serve economic and social development. Through the Conference, delegates were able to grasp and understand more clearly the PII Index as well as propose solutions to improve and enhance the province's PII Index by the agencies and units in charge in the coming time.

Conference on Improving and Enhancing the Innovation Index (PII) of Ca Mau province
To improve and enhance the province's PII Index in the coming time, the Department of Science and Technology continues to advise the Chairman of the Provincial People's Committee to effectively implement Plan No. 174/KH-UBND dated August 5, 2024 on improving and enhancing the PII Index of Ca Mau province in 2024, Decision No. 2007/QD-UBND dated October 14, 2024 on establishing an Advisory Group to score and improve the PII Index of Ca Mau province. Enhance responsibility, dynamism, proactive innovation and creativity in the leadership and management of agencies and units in improving the province's PII Index, establish a favorable, transparent, equal and effective investment, research, application, transfer of science, technology and innovation environment. Focus all resources to improve and enhance the component indicators in the 7 pillars of the PII Index.
In addition, the relevant functional sectors of the province need to closely follow the goals, plans, tasks, solutions in investment, research, application, transfer of science, technology and innovation of the Ministry of Science and Technology, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee to implement, ensuring timeliness, efficiency and suitability with local practical requirements; ensure maintaining high-scoring indicators, improving and enhancing low-scoring indicators. Strengthening innovation activities associated with aquaculture development, promoting technology transfer in agricultural production and promoting trade activities, logistics services, connecting domestic and foreign markets for products with competitive advantages of the province. Deploy many solutions to attract social resources to invest in science, technology and innovation to form and develop a focal center for high-tech agriculture, aquaculture and seafood processing to create high-quality products with export potential.
Effectively apply incentive and preferential policies for innovation, start-up, innovative start-up activities; increase the quantity and quality of science and technology organizations, science and technology enterprises, innovative start-up enterprises based on knowledge and intellectual property. Effectively support enterprises through programs such as: productivity, product quality, traceability, OCOP 4 stars or higher, ISO certification; technological innovation; intellectual property development; development of science and technology market.
Promote linkages, develop innovation clusters, and link with provinces in the Mekong Delta region and the whole country to develop new services and new business models with high added value; improve innovation capacity in developing digital economy, green economy, and circular economy in accordance with the actual conditions of Ca Mau province./.
