According to the report of the Department of Planning and Investment ( Ministry of Transport ), the disbursement plan for June, investors/project management boards registered a disbursement plan for the North-South expressway component projects of about VND 5,229 billion; of which phase 1 is VND 1,662 billion, phase 2 is VND 3,567 billion.
Regarding the disbursement results from the beginning of the year until now, the report of the Department of Planning and Investment said that it is estimated that by the end of May, the Ministry of Transport disbursed about VND 28,600 billion, reaching about 30% of the annual plan (higher than the average disbursement rate of the whole country; the average rate of the whole country is about 15.65%). Of which, the disbursement of the North-South expressway projects in the East reached VND 21,075 billion, including component projects of phase 1 (2017-2020) disbursed VND 5,705 billion, reaching 33.5% of the annual plan; phase 2 (2021-2025) disbursed VND 15,370 billion, reaching 33.8% of the annual plan.
In the first 5 months of 2023, the disbursement of the North-South Expressway component projects basically met the required progress. Specifically, the disbursement of phase 1 reached 110% of the plan that the project management boards registered to disburse by the end of May 2023. However, there are still some projects behind the registered capital plan such as: National Highway 45 - Nghi Son section; Nghi Son - Dien Chau section; Cam Lo - La Son section; Dien Chau - Bai Vot section.
For phase 2, project management boards only disbursed 87.5% of the capital plan by the end of May 2023; in which some projects were behind schedule compared to the registered plan such as: Bai Vot - Ham Nghi section; Ham Nghi - Vung Ang section; Bung - Van Ninh section; Van Phong - Nha Trang section.
To speed up the disbursement progress from now until the end of 2023, contributing to the completion of the Ministry's tasks, the Department of Planning and Investment requested investors to focus on directing and implementing the tasks resolutely and effectively. Accordingly, for some North-South expressway projects in phase 1 that have basically completed construction (Mai Son - National Highway 45, Cam Lo - La Son, Nha Trang - Cam Lam, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay sections), investors need to focus on completing completion procedures, project settlement to speed up the disbursement progress; for projects that are still under construction, it is necessary to direct contractors to focus on human resources, machinery, and organize construction in "3 shifts, 4 teams" to speed up the construction progress and disbursement of projects.

For the North-South Expressway project phase 2, investors need to coordinate with localities to speed up site clearance to serve construction and disburse allocated capital; coordinate with localities to complete procedures to soon provide material mines for contractors to exploit for construction.
While waiting for the mine licensing procedures, as well as in case of high material prices, direct contractors to proactively purchase and gather materials for implementation, ensuring that there is no shortage of materials that affects the progress of project implementation.
Along with that, investors need to continue to require contractors to focus on mobilizing all resources to implement construction to ensure the required progress; make advances, acceptance, payment, and recovery of advances as soon as the salary volume is available according to regulations; proactively review and report to the Ministry of Transport to promptly transfer capital from projects with slow disbursement to projects with good disbursement capacity and lacking capital according to regulations; enhance the sense of responsibility of leaders in disbursement, identifying project disbursement as a key task in direction and operation.
Assessing the disbursement task, the leader of the Ministry of Transport emphasized that the volume of disbursement required in 2023 is very large, so it is recommended that investors/project management boards, consultants, and contractors supplement internal personnel, speed up the completion of documents, acceptance procedures, and payments to promptly disburse the assigned capital plan.
Investors/project management boards, supervision consultants urge, support, and facilitate early disbursement of completed volume to construction contractors. In 2023, the Ministry of Transport was assigned a capital plan of VND 94,161 billion by the Prime Minister .
This is the largest capital value allocated to the Ministry of Transport to date. According to the leaders of the Ministry of Transport and economic experts, "spending" all allocated capital is an extremely difficult task, requiring breakthrough methods and solutions.
According to economic experts, with an estimated disbursement of only about VND 28,600 billion by the end of May, reaching about 30% of the annual plan, disbursing all capital in the remaining 7 months of the year is an extremely difficult and challenging task for the Ministry of Transport, especially in conditions where the organization and implementation of projects still has many potential risks.
In addition to the sudden increase in raw materials that could lead to a shortage of supply when the Ministry of Transport is simultaneously implementing many large-scale projects concentrated in some areas, experts also said that the issue of site clearance, although the Government and the Prime Minister have paid attention to and directed it, and localities have actively implemented it, is still a complicated task, and the implementation process can give rise to many problems that affect the progress of project implementation.
