Truc Ninh promotes modern and sustainable rural economic development

Leaders of Truc Ninh district regularly grasp the situation of enterprises to promptly support the settlement of administrative procedures related to investment, production and business development.

Synchronous infrastructure construction

Realizing the role of "being one step ahead" of planning and infrastructure in creating development space, Truc Ninh district has proactively improved the quality of planning work, while promoting the renovation and upgrading of economic - technical - social infrastructure. In particular, the development of traffic infrastructure is identified as a key task. Currently, key routes such as Vo Tinh - Van Lai, 53C (Viet Hung commune), Nam Ninh Hai... are all asphalted and regularly maintained. 3 national highways (21, 21B, 37B) with a total length of 30.24km; 3 provincial roads (487, 488B, 490C) with a length of 22.37km are 100% asphalted, with a scale of level III - V in the delta. 13.9km of district roads have also been invested in upgrading, connecting with communes and towns, facilitating transportation, circulation of goods and attracting investment. The district also coordinated with provincial departments and branches to implement site clearance and promote the progress of major projects such as: the axis connecting the North-South expressway with the Marine Economic Zone, the Ninh Binh - Nam Dinh - Thai Binh - Hai Phong expressway, the new Nam Dinh - Lac Quan road - coastal road, etc.

Starting as a purely agricultural district with nearly 7,000 hectares of rice land, Truc Ninh has mobilized nearly 293 billion VND (2020-2024 period) to invest in thousands of irrigation works, land improvement, meeting the requirements of large-scale, modern production organization. The district clearly identifies land accumulation and concentration as a prerequisite for large-scale production, applying high technology. Since completing land consolidation, the whole district has had dozens of enterprises, 80 organizations and individuals participating in investing in land accumulation to organize large-scale concentrated production in communes and towns with a total area of ​​1,078 hectares; building 43 "large fields" with nearly 2,000 hectares for cultivating high-quality, specialty rice varieties such as Bac Thom No. 7, Dai Thom 8, ST25, F1 hybrid rice... in the direction of food safety production. Along with land accumulation, the district promotes the application of mechanization and transfer of science and technology to all stages of production. The rate of mechanization in land preparation and harvesting reaches 100%; sowing, transplanting, and spraying with drones is increasingly popular. The production infrastructure system - from canals, factories, drying ovens, cold storage - is invested synchronously, with the participation of typical enterprises such as Cuong Tan Company Limited, Thanh Doan Trading Company Limited, Hoang Thanh Nam Dinh Herbal Cooperative... In which, Cuong Tan Company Limited is a typical model in the application of mechanization and automation in closed agricultural processing, contributing to increasing the value of local agricultural products. The whole district has 18/18 communes organizing production linkage models according to value chains, helping to increase economic efficiency by 1.2-1.5 times compared to mass production; 12 high-quality rice products, specialty rice of localities recognized as 3-star OCOP or higher, are put on sale on e-commerce platforms, social networks, with QR codes for traceability.

Industry, services and craft villages change strongly

Truc Ninh is making remarkable progress in industrial and service development. There are currently 3 industrial clusters (IPs) (Co Le, Cat Thanh, Truc Hung) in the area with a total area of ​​nearly 49 hectares, all of which are 100% occupied, attracting 49 enterprises, creating jobs for more than 2,000 workers. The district is promoting the completion of investment procedures for 3 key new IPs: Hung Noi, Truc Tuan, Thanh Dao, and at the same time planning to expand industrial space by 2030 with 5 new IPs: Truc Tuan (67 hectares), Hung Noi (56 hectares), Thanh Dao (71 hectares), Hung Thanh (50 hectares), Viet Hung (50 hectares) and the vision to 2050 will expand by nearly 38 hectares in Hung Thanh and Viet Hung.

Along with industrial development, Truc Ninh focuses on improving the investment and business environment, promoting administrative reform, enhancing competitiveness, promoting and attracting investment. The district has publicized procedures and processes for handling records, established a hotline to receive business suggestions, and resolutely handled officials who caused trouble in handling administrative procedures. Thanks to that, nearly 600 businesses operating in Truc Ninh have maintained stable production, expanded their scale, and contributed positively to economic growth. Among them, many large enterprises with solid production and business capacity have led the industrial development of the district such as: AMARA Vietnam Shoes Co., Ltd., Dream Plastic (children's toys), Truong An Group, Co Chat Silk Cooperative, etc.

12 new and traditional craft villages in 8 communes and towns have also been maintained and developed, including 2 craft villages recognized at the provincial level: Moc Kenh carpentry village (Co Le town) and Dich Diep traditional scarf weaving village (Truc Chinh commune). The OCOP program has been identified by the district as a lever to promote rural economic development and has focused on directing the improvement of product quality, perfecting production processes, packaging, labels and traceability to commercialize local products. Many synchronous policies have been implemented such as: issuing the Key Work Program on OCOP development for the period 2020-2025, annual plan to review potential products for evaluation and classification. Thanks to the participation of the entire political system and the positive response from enterprises, cooperatives, and production households, the district now has 46 OCOP products (6 4-star products, 40 3-star products), contributing to promoting commodity production, creating jobs, and increasing the value of agricultural products.

The district promotes the development of cultural - spiritual - craft village tourism based on a rich system of cultural and spiritual heritage, with 46 ranked relics, including 7 national relics such as Co Le Pagoda, Temple - Cu Tru and Co Chat Pagoda, Tuan Luc Temple... The tradition of examinations, studiousness and unique festivals in traditional craft villages: Dich Diep, Cu Tru and Co Chat silk village... create attractive destinations associated with typical products such as Cat Thanh fried cakes, peanut candy, Chat Silk fabric, Ninh Cuong fish sauce. Through the construction of a tourism promotion section on the district's electronic information portal and connecting with the electronic information pages of the Department of Culture, Sports and Tourism of Nam Dinh province, the images of historical - cultural relics and traditional craft villages have been raised to a new level. These efforts not only contribute to preserving and promoting heritage values ​​but also turn them into practical economic tools, attracting investment, creating jobs and expanding markets for tourism products - thereby promoting sustainable economic development in Truc Ninh district.

In 2024, the production value/ha of cultivated land of the district is estimated to reach 135 million VND/ha, an increase of 1.32 times compared to 2017. Industrial production value reached 9,750 billion VND (up 14% over the same period); export value reached 500 million USD; total retail sales of goods reached 5,718 billion VND; freight and passenger transport both increased by over 11%; budget revenue reached nearly 888 billion VND, exceeding the estimate by 14%.

With methodical steps and the synchronous participation of the government, businesses and people, Truc Ninh is gradually creating a sustainable - modern - effective - unique rural economy, creating a solid foundation for a new development stage.
