Request for construction appraisal of the recently inaugurated Hoa Binh bridge that has seriously subsided

According to the Vietnam Road Administration, from May 9 to May 11, heavy to very heavy rain occurred in the southeastern provinces, affecting road traffic. Some roads in the area were flooded, and the Hoa Binh bridge in the local road system in Chau Thanh district (Tay Ninh) had its road surface subsided at the bridgehead.

In order to promptly prevent, combat and overcome the consequences of natural disasters on road infrastructure, the Vietnam Road Administration requests the Road Management Area IV and the Department of Construction of Tay Ninh province to base on the Law on Natural Disaster Prevention and Control, the Road Law, Circular No. 40/2024/TT-BGTVT dated November 15, 2024 of the Ministry of Transport (now the Ministry of Construction ) and other relevant legal provisions to promptly deploy and review the status of road infrastructure under their management.

In addition, the Department requests relevant units to promptly repair damage caused by natural disasters to ensure safe and smooth traffic; inspect and urge BOT investors to manage and operate national highways to carry out work to prevent, combat and overcome the consequences of natural disasters for the project during the project contract period. During the implementation process, in case of exceeding authority, promptly report to competent authorities for consideration and resolution.

Vietnam Road Administration also requested the Tay Ninh Department of Construction to guide or advise the Tay Ninh Provincial People's Committee to direct the district-level People's Committees, relevant agencies and units to repair the damage to the Hoa Binh Bridge in Chau Thanh District to ensure safe and smooth traffic.

Previously, in Tay Ninh, the approach road to Hoa Binh Bridge (Chau Thanh District) collapsed, injuring 5 people and damaging 3 vehicles. The project was invested by the Chau Thanh District Construction Investment Project Management Board, constructed by Vu Hoan Company Limited with a total cost of more than 37 billion VND from the provincial and district budgets. The bridge spans Soc Hoa Hoi Canal, connecting Hoa Thanh and Hoa Hoi communes, and is designed to be 450 meters long, 12 meters wide, with a prestressed reinforced concrete structure. Hoa Binh Bridge was inaugurated and put into use on April 24, 45 days ahead of schedule.

In another development, at noon on May 12, Tay Ninh Provincial Police said they were coordinating with other authorities to investigate and request an appraisal to clarify the quality of the seriously subsided construction to handle the case according to the provisions of the law.
