Identifying the mobilization of comments on the draft amendments and supplements to the 2013 Constitution through the VneID application as an important political task, clearly demonstrating the core role in the process of digital transformation of the Binh Thuan Police force in general and the Phan Hiep Commune Police (Bac Binh District) in particular. Here, officers and soldiers are active propagandists in propagating comments on amendments to the Constitution and law-making to all classes of people, especially the Cham ethnic group.

With the desire to help all local people, especially the Cham ethnic group, clearly understand the purpose and content of the draft amendments and supplements to the Constitution and how to participate in giving opinions through the VneID application, Phan Hiep Commune Police coordinated with the Village Executive Board, village elders, and prestigious people in the Cham ethnic community to organize propaganda sessions integrated into village meetings, religious activities, and Cham cultural festivals. Thereby, helping each person understand the rights and responsibilities of individuals in participating in giving opinions on the most important legal documents of the country.
In addition, officers and soldiers also focused on propaganda through local social networks Zalo and Facebook; sharing related articles from official information pages for people to access. At the same time, using loudspeaker systems and information boards at the commune People's Committee headquarters and village cultural houses to disseminate information related to comments on amending the Constitution. Propaganda work is always consistent with the cultural characteristics, customs and language of the Cham people, contributing to the effective implementation of the policy of promoting democracy, ensuring that all citizens can participate in law-making.

Phan Hiep Commune Police have organized direct consultation and guidance for Cham people with level 2 identification accounts on how to access, use and send comments on VneID. In addition, they have printed instructions on how to perform the steps on the VNeID system to contribute comments on amending the Constitution. In particular, Phan Hiep Commune Police have also assigned officers to be on duty at the commune People's Committee headquarters during office hours to promptly answer questions and provide technical support to people.
Phan Hiep Commune Police have mobilized many opinions from the Cham ethnic people in the area to send to the VNeID system, focusing on issues of freedom of belief, ethnic equality and social security. The feedback from the people is generally positive, showing concern, responsibility and trust in the policies of the Party and State.
In the coming time, Phan Hiep Commune Police and other localities will actively promote and guide people to contribute ideas using smart devices on the VNeID application.
