Despite already having 9 million base stations, the Chinese government is looking to further boost domestic mobile coverage. Eleven government agencies have jointly called for upgrading 4G and 5G networks in key locations over the next two years. They aim for average mobile download speeds of at least 220 Mbps and upload speeds of at least 45 Mbps, as well as expanding coverage on highways, railways, and other key areas by the end of next year.

In a statement released on December 27, the Ministry of Industry and Information Technology (MIIT) said the government wants to improve coverage and efficiency in 11 scenarios, including public service centers, scenic spots, universities, hospitals, subway stations and transportation stations.
“This move will optimize 4G and 5G network coverage through optimizing base station construction to meet the digital transformation needs of key industries,” the announcement said.
By the end of 2025, this number will increase to 120,000 locations, 30,000km of railways, 500,000km of highways and 200 urban metro lines. At least 90% of the network must have download speeds of 220 Mbps and upload speeds of 45 Mbps.
According to Speedtest's latest assessment, China ranks fourth in the world for mobile broadband with average download speeds at 162 Mbit/s and uploads at 29 Mbit/s.
