Accordingly, the material and spiritual life of the people has been improved, the gap in living standards and income of ethnic minorities and mountainous areas compared to the national average has gradually narrowed. Maximizing internal resources, turning advantages and potentials into important resources for self-reliance, development and integration. With the determination of sustainable poverty reduction as an important, regular and long-term political task of the entire political system and society, the Party Committee and the government of Binh Thuan province have implemented a series of solutions to propagate and raise awareness, promptly implement sustainable poverty reduction policies, mobilize and effectively use investment resources for poverty reduction work... The purpose is to arouse the will of self-reliance, self-reliance, promote internal resources to rise up "escape poverty, build a prosperous life" of the people and the community. In particular, the National Target Programs on New Rural Development and Sustainable Poverty Reduction in ethnic minority and mountainous areas have been implemented effectively and comprehensively in all aspects of people's livelihood, economy and society. The infrastructure system serving the socio-economic development of ethnic minority and mountainous areas from the central government's support capital, local budgets and capital mobilized from society continues to be invested in and built synchronously. Agricultural land funds are focused on exploiting and improving the efficiency of use, linking production and cultivation with promoting the development of livestock and industries, services, increasing income, reducing poverty quickly and sustainably. Up to now, 100% of communes in ethnic minority and mountainous areas have car roads to the commune center, national grid electricity, postal and telecommunication infrastructure everywhere, and medical stations with doctors. As a result of the implementation of the New Rural Development Program, up to now, 100% of communes in ethnic minority and mountainous areas have asphalted roads to the commune center, using the national grid, postal and telecommunications infrastructure and many medium and small irrigation works, contributing to expanding agricultural production areas, intensive farming, increasing crops, creating conditions for converting crops and livestock. Education, training, health care, and culture have been comprehensively developed, the fine cultural identities of ethnic minorities have been preserved and promoted, cultural institutions have been invested in, the material and spiritual life of the people has been improved, gender equality has been achieved and urgent issues for women and children have been resolved. The network of schools in ethnic minority and mountainous areas has been expanded and upgraded, basically meeting the learning needs of students. Support policies for ethnic minority students have been fully and promptly implemented to the right target, thereby contributing to improving the quality of education and significantly reducing the rate of students dropping out of school. The health care network in ethnic minority and mountainous communes continues to be consolidated and enhanced, basically meeting the requirements of improving the quality of primary health care for local people. Up to now, the province's ethnic minority communes have met national health standards. Political security and social order and safety have been maintained, especially the strength of the great national solidarity bloc has been constantly promoted.
